This role will act as a strategic partner and primary point of contact for all agency-level information security efforts, aligning cybersecurity initiatives with business goals to ensure a strong and compliant security posture.Key Responsibilities: Serve as the lead cybersecurity advisor for agency leadership and management. Collaborate with stakeholders across agencies and MaineIT to develop and enforce security policies, standards, and best practices. Conduct comprehensive security risk assessments and recommend appropriate remediation. Manage and support incident response efforts , ensuring timely and coordinated action. Evaluate third-party/vendor security controls for compliance with state and industry standards. Support internal and external audit and regulatory compliance initiatives. Track emerging cyber threats and recommend proactive defense strategies. Assist agencies in developing business continuity and disaster recovery plans. Represent agency interests in cross-functional security governance activities. Provide guidance and support for the State of Maine Information Security Program Plan .Minimum Qualifications: Bachelors degree in Information Technology or a related field. 7 years of experience in information security leadership , consulting, or program management. Strong knowledge of NIST security and privacy controls (e.g., NIST SP 800-53) . Proven ability to lead cross-functional efforts and align security with business needs. Must be able to pass background checks required by the State of Maine.Preferred Qualifications: Experience in state or federal government IT environments . Familiarity with regulatory frameworks such as FISMA, HIPAA, CJIS, IRS 1075 , etc. Experience managing or working within shared services environments (data centers, DR, etc.). Strong communication and stakeholder engagement skills. Proactive, collaborative, and adaptable in a complex, dynamic environment.
