As our Delivery Center is a hybrid project management environment, ideal candidates should also have strong experience in overseeing a wide range of activities and initiatives that are managed by traditional project managers who are also serving as scrum masters on scrum teams. This position reports to the Portfolio Director for the Delivery Center. The following are some of the key responsibilities: Work together with Portfolio Director to organize and set an all-encompassing strategy that covers a group of projects that are normally inter-related. Make sure that the result of each project is in line with the general objective(s) of the Agency and that the activities of the different project teams collectively are working towards achieving that common purpose. Ensure that the different project managers know and understand the Agencys general objective(s) and how each separate project execution aligns to those overarching goals. Make sure that the different project teams have the necessary and/or required resources they need to deliver their individual projects on time and within budget. Ensure that activities that lead to the attainment of the Agencys general objective(s) are always well prioritized. Communicate frequently with project managers to be well informed of the progress of each individual project, providing necessary updates and feedbacks with regards to changes or adjustments in general objectives or re-prioritizing. Monitor project managers and ensure that their performance results in a smooth coordination of projects under his/her supervision, in line with the Agencys general objectives. Motivate, support, and hold project managers accountable so their teams can successfully manage and deliver quality products in line with the Delivery Centers hybrid agile framework. Ensure the upkeep and accuracy of the portfolio of projects in the Commonwealths project portfolio management system (Daptiv) to include project status, health (scope, schedule, budget), and timekeeping data. Work closely with Agency Business Relationship Managers, Executive staff, and Delivery Center management to ensure clear communication is provided regarding project portfolio health and status. Use knowledge of agile practices and frameworks (in particular, Scrum and Kanban) to support and serve the agile teams in the Delivery Center. Provide and deliver reports, presentations, and statuses to all levels of management within the Delivery Center and our customer Agencies. Ensure compliance with SDLC policies and procedures. Required / Desired Skills: Required: 5+ years of professional experience managing large and complex technology projects with cross-functional, matrix staff with high integration across multiple lines of business and technical disciplines. Required: 5+ years of experience in utilizing agile project management methodologies. Required: Advanced knowledge of the full life cycle of product development and a solid background in IT project management, specifically in a Scrum/Agile framework. Required: Strong oral and written communication skills. Must be able to communicate fluently and clearly. Required: Demonstrated ability to effectively communicate at all levels of an organization, including Executive staff. Required: Strong leadership qualities with the ability to motivate teams to complete tasks. This position is expected to execute its role with minimal interaction with senior manager. Required: Effective coordinating and organizational abilities. Required: Ability to prioritize and display a high level of adaptability/flexibility while handling job responsibilities. Required: Ability to make sound independent decisions. Required: Ability and experience in presenting status reports and recommended actions to senior managers. Preferred: 5+ years of experience in utilizing Azure DevOps for project related activities. Preferred: Bachelors degree in IT, preferably with a major in information technology, computer science, management information systems or a related field.
