Senior Business Analyst (Need LinkedIn)
This is a hybrid contract role (one day onsite per week) local resources who are physically located in St Paul, Minnesota and able to work onsite at the clients location.
ENGAGEMENT TYPE: 6-month contract with possible extensions

ABOUT THE OPPORTUNITY:
Seeking up to two (2) Business Analysts for our public-sector
Serve as a key liaison between business units, operations, and centralized information services
Support, enhance, and optimize enterprise business, financial, and operational systems
Combine Business Analyst and Business Systems Analyst responsibilities
Support or assume Product Owner responsibilities as needed
Systems supported may include:
PeopleSoft Financials
PeopleSoft HRMS
Hastus
Regional Fare Collection Systems
WHAT YOULL DO:
Business & Systems Analysis
Assist QA leads with creation and maintenance of Requirements Traceability Matrix (RTM) artifacts
Create Business Requirements Specifications (BRS) defining functional and non-functional requirements
Facilitate requirements gathering sessions with stakeholders and end users
Develop and refine wireframes to support solution design
Document current-state processes and future-state process maps
Act as a bridge between business users, operations, and IT teams
Analyze existing systems and recommend process and system improvements
Perform cost-benefit and return-on-investment analyses
Identify inefficiencies, redundancies, and process gaps
Support vendor management and contract renewals
Develop user documentation, training materials, manuals, and system guides
Agile / Product Ownership
Work within Agile delivery teams alongside development and QA
Support or assume Product Owner responsibilities as needed
Define features and create, refine, and manage user stories and backlogs
Participate in sprint planning, daily standups, retrospectives, and Agile ceremonies
Collaborate with stakeholders to prioritize work and deliver business value
Serve as a subject matter expert and advocate for users
System Maintenance & Enhancements
Review, test, and implement vendor-delivered system enhancements and upgrades
Maintain foundation tables, security, and permission structures
Support creation, execution, and documentation of test scripts
Ensure integration with related enterprise applications
Troubleshoot and resolve post-implementation system issues
Reporting & Data Management
Extract, analyze, and manipulate system data to support reporting and decision-making
Create and maintain custom queries and datasets
Integrate data with reporting tools to improve automation
Provide training and guidance on reporting and data tools
Leadership & Collaboration
Provide guidance to stakeholders, project teams, and junior analysts
Lead cross-functional and interdepartmental initiatives
Prepare and manage project plans, schedules, budgets, and deliverables
Collaborate with consultants and vendors; review deliverables and monitor quality
Train and support staff on system usage and enhancements
WHAT YOU BRING:
Required:
Bachelors degree in Business Administration, Finance, MIS, or Economics
5 years of experience as a Business Analyst or Systems Analyst
2 years of experience configuring, modifying, or enhancing enterprise business applications
Masters degree may substitute for 2 years of experience
Desired:
Experience with large, complex SaaS vendor implementations
Experience supporting large transit initiatives
Experience supporting large transformation initiatives
IIBA Certification
Experience creating and maintaining dashboards in Power BI
Experience with Miro, Mural, Microsoft Whiteboard, or similar collaboration tools
Experience working in waterfall, Agile, and hybrid delivery environments
Strong knowledge of enterprise systems (e.g., PeopleSoft Financials, HRIS)
Understanding of budgeting, procurement, HR, and finance processes
Proficiency in business process improvement, workflow optimization, and change management
Advanced analytical skills including process mapping, data analysis, and metrics reporting
Strong technical skills including MS Excel (pivot tables, charts), Word, PowerPoint, and Access
SQL or similar reporting tool experience preferred
Excellent communication and documentation skills
Ability to collaborate across all organizational levels
Local to the Twin Cities area
