Serves as subject matter expert, providing authoritative guidance for professional staff. Ensures process are available, documented and applied as needed. May also serve in a lead role. Works on major projects, providing subject matter expertise and technical guidance. Works on projects of higher complexity or risk that span a broad range of systems or technologies and may have a system-wide or state-wide impact. Requires expertise in multiple technical environments and an increased level of business knowledge. Requires advanced level understanding of acquiring, implementing and maintaining COTS solutions. RESPONSIBILITIES: Reviews Business Cases, RFI/RFP responses, exemption requests and other requests for systems and technology services and solutions to support State business requirements Assist in developing technical aspects of the GTA's strategy to ensure alignment with its business goals. Quickly research, discover and oversee implementation of new technologies that yield a competitive advantage, with a focus on cloud-based solutions. Provide assistance and guidance to agencies in the use of technology effectively and profitably. Review current system composition to ensure functionality and efficiency. Perform system analyses on software programs, applications, and web services. Determine system efficiency and functionality by liaising with internal departments and end-users. Provide assistance and guidance to efficiently integrate new systems, programs, and applications with business operations and services. Audit projects to confirm they include processes that ensure end-user proficiency with new systems, programs, and applications across departments. Verify that computer hardware (Server and EUC) remains compatible with system enhancements and updates and computer hardware updates remain compatible with key systems. Researches the feasibility or availability of custom, open source and commercial (COTS) solution alternatives. Provides input on system options, risk, cost versus benefit, TCO, ROI and impacts on business processes and goals. Promote system efficiency and security by verifying the integration of performance metrics and encryption into technical projects at inception. Provide coaching and institutional knowledge to all stakeholders to ensure that all relevant information is understood and explainable. Serve as technical SME in building quality assurance and data protection processes. Balance multiple priorities and deliverables to maintain forward progress and ensure customer expectations are met. Performs all other duties as assigned. AGENCY SPECIFIC QUALIFICATIONS: Minimum Qualifications (Education/Experience): A bachelor's degree in computer science or information technology, and an accredited qualification in management consultancy, or similar. Extensive experience in technical business analysis in a government environment. (5+ years, 2+ in government) Knowledge of data security and encryption. (2+ years) Knowledge of relevant licensing and industry compliance regulations. (3+ years) Ability to keep up with IT advancements. Exceptional communication skills toward facilitating the use of new software systems. Broad level of understanding surrounding information systems, software development lifecycles and architectural standards. Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis. Preferred Qualifications: (Preference will be given to candidates who demonstrate some or all the following skills/experience): Experience in SAAS and Cloud providers Advanced knowledge of data and network security. (4+ years) Certification in PMP. Certification in IT Security. Experience in utilizing JIRA for project management. Experience in utilizing Service Now for CRM and support tickets.
