Job title: Business Analyst Location : Austin, TX(Hybrid) Duration : 6+ months This Worker will act as a Business Analyst for the EVV Program on initiatives such as: EVV system readiness reviews to confirm provider-operated systems meet applicable requirements; development and implementation of business rules for the state-funded and provider-operated EVV systems; elicitation and documentation of business requirements, test cases, process flows, and operational procedures; and other projects as assigned. The Worker will have considerable latitude to use their experience and judgment to ensure successful completion of their assigned tasks. The Worker will be able to multi-task, analyze priorities, communicate clearly, and set expectations for the phases of the project. The Worker will be responsible for communicating with multiple internal/external stakeholders including contractors, technical staff, and program staff. The services to be provided include, but are not limited to, the following: Work with HHSC program staff and team to analyze and document business processes and requirements. Understand business and technical objectives of the project. Coordinate with project leads, contractor representatives, HHSC program staff and other subject-matter experts as required to ensure necessary tasks, deliverables and timelines are completed. Organize project work sessions often including multiple departments. Analyze systems, data, and documentation to determine if desired operational and technical requirements have been met. Perform and evaluate use case scenarios to ensure business objects have been met. Document business requirements through analysis of operational processes and solicitation of business needs from subject matter experts. Provide knowledgeable project coordination and analysis to EVV projects. Provide strategic technical vision for systems and system enhancements. Document and present project updates, recommendations, and key decisions to management. Document risks and develop mitigation plans. Identify, track, and ensure resolution of risks and issues. Respond to inquiries from internal and external stakeholders. Document action items and project decisions. Other duties as assigned. II. CANDIDATE SKILLS AND QUALIFICATIONS Minimum Requirements: Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity. Years Required/ Preferred Experience 5 Required Experience translating business needs into technical objectives and identifying solutions to satisfy the business need. 5 Required Experience reporting project status to management including risks, issues, and key decisions. 5 Required Experience identifying project risks and issues; and developing/implementing mitigation strategies. 5 Required Experience in effective general written/oral communication, including documenting requirements, deliverables, test scenarios and project status. 5 Required Experience utilizing business analysis skills and interacting with business end users and technical staff. 5 Required Experience performing review and approval processes of complex technical user and system requirements written by vendors. 5 Required Experience with Microsoft Office products (e.g., Word, Excel, etc.). 5 Required Experience coordinating changes to user and system requirements. 5 Required Experience developing and executing test strategies. 5 Required Experience with Microsoft Project or similar project management software. 5 Required Experience performing testing, demonstrations, or quality assurance reviews to ensure software meets business requirements. 5 Required Experience utilizing the Agile methodology or other form of adaptive software development methodology. 5 Required Experience working in a team environment. 4 Required Experience with Medicaid systems or processes. 4 Required Experience with Texas Health and Human Services programs. 2 Preferred Experience with Electronic Visit Verification systems.
