Job title: Project Manager Location:Austin TX, Duration: 5 months + Texas Commission on Environmental Quality requires the services of 1 Project Manager 2, hereafter referred to as Candidate(s), who meets the general qualifications of Project Manager 2, Project Management and the specifications outlined in this document for the Texas Commission on Environmental Quality. All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Commission on Environmental Quality and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Commission on Environmental Quality will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s). 1. Conducts IT project management, to include coordinating, planning, communicating, delivering, and monitoring throughout all project phases, in compliance with existing agency and division policies, procedures, and priorities. 2. Coordinates project activities with management, IT staff, program area customers, other state agencies, and contractors. 3. Coordinates and communicates the status, schedule, risks, and issues of projects with management, customers, IT staff, contractors, and external entities, which includes explanation of project approach, methodology, and practices. 4. Coordinates and schedules information technology (IT) projects, to include coordinating system installation, configuration, implementation, documentation, and upgrades. 5. Interfaces with management and other technical teams to provide technical documentation, reports, and service performance updates. Assists section staff on project management tasks. II. CANDIDATE SKILLS AND QUALIFICATIONS Minimum Requirements: Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity. Years Required/ Preferred Experience 4 Required Four years of full-time experience managing, coordinating, overseeing, and/or in conducting project management in relevant areas of project assignment 4 Preferred Knowledge of project management theories and practices applicable to projects of moderate scope; of systems and procedures used to evaluate a third-party vendors performance; and of local, state, and federal laws and regulations relevant to the administr III. TERMS OF SERVICE Services are expected to start 04/03/2023 and are expected to complete by 08/31/2024. Total estimated hours per Candidate shall not exceed 2856 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing. IV. WORK HOURS AND LOCATION Services shall be provided during normal business hours unless otherwise coordinated through the Texas Commission on Environmental Quality. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed. The primary work location(s) will be at 12100 Park 35 Circle, Bldg. A, Austin, TX 78753. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Commission on Environmental Quality will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts. The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Commission on Environmental Quality. V. OTHER SPECIAL REQUIREMENTS 1. Agreement to adhere to all TCEQ policies, procedures and management directives. 2. Excellent communication skills, written and oral, with people of all technical levels. 3. Skill in analyzing and interpreting agency organizations, business practices, policies and procedures. 4. Knowledge of project management theories and practices applicable to projects of moderate scope; of systems and procedures used to evaluate a third-party vendors performance; and of local, state, and federal laws and regulations relevant to the administration of the project undertaken. 5. Skill in project management monitoring and in the operations of computers and applicable software. Ability to exercise sound judgment in making critical decisions, to analyze complex information and develop plans to address identified issues, to demonstrate negotiation and facilitation skills, to identify project risk, to prepare reports and charts, to communicate effectively, and to coordinate the work of others. VI.
