From: srini, plenium corp [email protected] Reply to: [email protected] Lead Developer (Java) Project Name Agile Team Support for Medicaid Enterprise System (MES) Development Client : South Carolina Department of Health and Human Services Location : Columbia, SC Interview Type Phone/Skype Duration of the Contract : 5 Years Anticipated Start Date : August 28, 2023 Minimum US Experience :3 Years Visa Requirements :At least 6 months of valid work authorization (Citizen, GC, EAD, H-1B, OPT-EAD, H4-EAD) Background: The primary purpose of the agile teams is to support the development of the SCDHHS Medicaid Enterprise System (MES) and other initiatives to modernize SCDHHS systems using modular architecture. An Encounter Processing System (EPS) was acquired from another state to re-use in South Carolina as part of the modernization initiative. The scope of this project includes the design, development, testing, and implementation of an automation framework within the EPS CI/CD pipeline, including but not limited to the testing of APIs, SQL databases, Lambda, Glue, and other technical components. This Team will develop a master test plan, including test schedules that align with the master project plan, and specific test cases to ensure full testing coverage. The Team will collaborate with business owners, product owners, architects, and other stakeholders to achieve objectives. The Team will produce all documentation relevant to the testing plan, test cases, defects and issues, schedules, and operational runbooks. Duties and Responsibilities: The team role is to serve as a Developer and as a technical leader for the team. Serve as SCDHHSs primary technical point of contact for the team. Collaborate with SCDHHS to ensure architectural standards, coding standards, and technical designs are implemented by the Developers on the team. Lead a team of Java developers, providing technical guidance, mentorship, and oversight throughout the development lifecycle. Mentor and coach less experienced Developers. Facilitate DevOps procedures for the team. Lead the integration of ITX components into Java applications, leveraging appropriate APIs and libraries. Perform code reviews, ensuring code quality, maintainability, and adherence to architectural guidelines. Collaborate with cross-functional teams, including testers and system administrators, to ensure successful integration, deployment, and production support of Java applications and ITX components. Education: A Bachelors Degree from an accredited college or university with a major in Computer Science, Information Systems, Engineering, Business, or other related technical discipline is required. A masters degree is preferred. Minimum Qualifications: A bachelors degree from an accredited college or university with a major in Computer Science, Information Systems, Engineering, or other related technical discipline. At least 8 years of development experience in Java/J2EE, web applications using AngularJS or JavaScript framework consuming RESTful APIs developed on the J2EE platform. Proven experience as a Java Technical Lead or a similar leadership role, with a strong focus on Java application development and Modernization projects. At least 5 years of experience in service Oriented Architecture/Service integration with Web Services, EJB, REST and security integration, JPA, and unit testing code coverage. Practical knowledge of Jenkins. Maven and Sonar and source control tools like Git. Proficiency in scripting languages such as JavaScript, jQuery, JSON, and other front-end scripting languages. Knowledge of application servers such as JBOSS/Tomcat Proficiency in IBM X12 Translator Tools (ITX), including mapping design, configuration, and rule development. In-depth understanding of EDI standards, particularly X12, and experience with X12 message formats and transaction sets. In-depth understanding of X12 transaction sets (specifically, 837p/837i, NCPDP, 277CA, TA1, and 999) Experience: Extensive experience in designing and developing applications using Java, scripting languages such as Python, and JavaScript, and web technologies such as Node.js and Angular. At least 5 years of experience in developing and consuming APIs such as RESTful APIs Must have knowledge of building applications with concurrency. Must have knowledge of Spring Component and Spring Framework. Preferred Qualifications: A masters degree from an accredited college or university with a major in Computer Science, Information Systems, Engineering, Business, or other related technical discipline is required. Experience in Medicaid programs and/or Health & Human Services domain. Experience working in cloud platforms and services such as Amazon Web Services, DevOps, and containerized cloud environments is preferred.
