Scrum Master Client South Carolina Department of Health and Human Services Location Columbia, SC Long-term Contract Background: The primary purpose of the agile teams is to support the development of the SCDHHS Medicaid Enterprise System (MES) and other initiatives to modernize SCDHHS systems using modular architecture. An Encounter Processing System (EPS) was acquired from another state to re-use in South Carolina as part of the modernization initiative. The scope of this project includes the design, development, testing, and implementation of an automation framework within the EPS CI/CD pipeline, including but not limited to the testing of APIs, SQL databases, Lambda, Glue, and other technical components. This Team will develop a master test plan, including test schedules that align with the master project plan, and specific test cases to ensure full testing coverage. The Team will collaborate with business owners, product owners, architects, and other stakeholders to achieve objectives. The Team will produce all documentation relevant to the testing plan, test cases, defects and issues, schedules, and operational runbooks. Duties and Responsibilities: A servant-leader responsible for ensuring the agile teams employ agile values and principles. Scrum Masters overall responsibility is to drive the team toward high velocity and high-value results. Act as primary point of contact for the SCDHHS Principal Scrum Master, or designee. Guide, coach, motivate, and lead agile team(s) toward high performance and predictable results. Uphold and evangelize agile values and principles throughout the team(s). Encourage effective communication between team members and other teams. Identify and track risks, impediments, and issues affecting the team(s). Endeavor to remove impediments and block disruptions. Facilitate team rituals daily scrums, sprint planning, backlog grooming, sprint demonstrations, and retrospectives. Use Jira to track team activities and report status, progress, risks, impediments, forecasts, and trends. Use Confluence to capture team artifacts. Produce sprint reports and other ad hoc reports as requested by SCDHHS. Participate in scheduled and unforeseen meetings with SCDHHS, business partners, and other entities/stakeholders as required. Prepare and present information, orally and/or in writing, to all stakeholders, including multiple levels of SCDHHS leadership, in English. Scrum Master will work with the team(s) product owners, team members, and SCDHHS to define sprint objectives prior to or during each sprint planning session. Scrum Master will collaborate with SCDHHS and the team to create a Definition of Done and will ensure completed work has met the criteria determined to be the Definition of Done. Scrum masters overall responsibility is to drive the team toward high velocity and high-value results. Education: Bachelors Degree from an accredited college or university in Business, Information Systems, or other related discipline Experience: Five (5) years of experience in administration, project management, customer facing assignments, content data or records management or related experience in a related field. Knowledge of project management-related documentation, instructions, policies, directives, and procedures. Knowledge of agile scrum methodology and/ or Certified Scrum Master, Safe Agilist certification preferred. Knowledge of established project management methodology in IT or related domains. Knowledge of Key Performance Indicators (KPIs) in major IT or related projects. Experience in producing high-quality documentation using MS Office Suite using industry-standard notations and formats. Experience with the development of high-quality reports and presentations in MS PowerPoint. Demonstrated experience with basic data organization, creating tables and charts in MS Excel, and conversant with established data labeling conventions. Demonstrated track record of delivering tasks and assignments in complete form and within the deadline. Excellent communicator, team player, eager to learn new skills, and mindful of response times. Keen eye for details, and meticulous with copy-editing documents and artifacts.
