The OSSE LMS replaces the Professional Development Information System (PDIS). WORK ARRANFEMENT: Hybrid (Onsite & Remote) Candidate MUST work 2-3 days onsite per week. Candidate MUST be local to the DC Metro area. SHORT DESCRIPTION: OSSEs CIO seeks to hire a Senior Business System Analyst (BA) resource to provide business analysis and evaluation, system implementation, requirement gathering, testing, documenting, and liaising with stakeholders. COMPLETE JOB DESCRIPTION: The Office of the State Superintendent of Education (OSSE) is seeking a qualified Business Analyst (BA). The BA must have experience large scale system implementation, reviewing, analyzing, and evaluating, systems and user needs, including documenting process flows, requirements, supporting the development of Systems to align with business process re-engineering, and providing consultation on complex projects as a top-level contributor. The BA must have a technology background and experience with re-engineering of complex business process, design and documentation of processes in close consultation with business users and technology teams and ability to contribute to the solution architecture. The BA will work as part of the CIO team focused on a large system implementation. Responsibilities: Lead large scale system implementation Manage stakeholders and deliverables Document the existing data sources/elements and map data elements with data standards working closely with the data architect; Support the development team with review and testing of use case. ADDITIONAL JOB REQUIREMENTS: 8-11 yrs experience as a business analyst experience with data intense software development, requirements gathering and documentation, managing client relationships, business process analysis, project management software, software development life cycle knowledge of Family Educational Rights and Privacy Act (FERPA) and familiarity with FERPA requirements is a plus; strong and clear written and verbal communication skills. Technologies: MS Office, Vizio, knowledge of Smartsheets, TFS, GitLab, or Jira is a + MINIMUM EDUCATION/CERTIFICATION REQUIREMENTS: Bachelors degree in IT or related field or equivalent experience.
