Position: Data Architect Location: Tallahassee Florida (Onsite) Visa: USC, GC and H4EAD Duration: Long Term BACKGROUND: The State of Florida is replacing the states current accounting system, FLAIR (Florida Accounting and Information Resource), a system that is more than 40 years old. The state is implementing a modern financial management system, Florida PALM (Planning, Accounting, and Ledger Management). This project began in 2014, with a first wave rollout of Cash Management in 2021 and a subsequent Financials wave rollout scheduled for January 2026. The upcoming changes to the Chart of Accounts structures in PALM are significant and will affect all agencies in the state. The FDACS Division of Administration has primary responsibility for accounting for the department. This divisions applications will be undergoing major changes to accommodate the new account structure, and the underlying databases used by these applications will need to transform as well. Other changes related to PALM that will affect the Division of Administration include new database structure definitions for suppliers, customers, budgets, journals, etc. Minimum Qualifications: Knowledge of relational database design, data processing, and data communications Skills in understanding Oracle databases Skills in data migration technologies Ability to communicate effectively, both verbally and in writing, with Department staff A minimum of (7) years of professional work experience designing and constructing data architectures, data modeling, and database design Experience in the use of Microsoft Word and Microsoft Excel Preferred Experience: Ability to write complex queries and develop complex PL/SQL database objects Knowledge of data warehousing, modeling, and data mining Good technical writing skills Good problem-solving and critical-thinking skills Excellent communication skills, including the ability to communicate technical concepts to nontechnical business users Good understanding of *NIX-style shell scripts and scheduling Educational Qualifications: A minimum of a bachelors degree in one of the computer sciences fields or in management information systems or five years of work experience in information technology, systems analysis, management analysis, or working with large and complex database management systems. OBJECTIVE The Data Architect who, working with the Division of Administrations Data Processing Manager and other staff, will provide a comprehensive portfolio of the Division of Administrations current database landscape, designs for future requirements, and a roadmap for transformation. SCOPE Prepare deliverables within the timeframe and in the format as specified by the contract manager. Broadly, the deliverables will provide evidence of performance of analyses, and will provide artifacts to support design decisions and strategies as they relate to the Division of Administrations current and future datasets. All submissions will be subject to review and approval by the contract manager. Overarching tasks include but are not limited to the following: 1. Perform analysis of the current database landscape. 2. Document the current database environment, providing entity relationship diagrams, data dictionaries, and data flow diagrams. 3. Perform analysis of current Accounting System interfaces. 4. Perform analysis of future Accounting System interfaces. 5. Provide detailed documentation for the optimal design for housing and accessing Accounting System interface data, with details describing performance, scalability, data quality, archiving, and security settings. 6. Develop migration and integration plans for extraction, transformation, and load of data as required. SKILLS To accomplish the work outlined above, requires an experienced Data Architect with the following skills and experience listed below. This list is not exhaustive; nor are all skills required. Technical skills, written and verbal communication, and experiences will be the basis for evaluation of responses to the RFQ.
