Job Description:

Security Manager Task List: The Contractor, through the Security Manager it provides, shall perform the following tasks as necessary to complete work on/for OIT as assigned by the Departments Contract Manager:

             Manages the development and delivery of IT security standards, best practices, architecture, and systems to ensure information system security across the enterprise.

             Implements processes and methods for auditing and addressing non-compliance to information security standards; facilitates migration of non-compliant environments to compliant environments.

             Conducts studies within and outside the organization to ensure compliance with standards and currency with industry security norms.

             Manages and participates in the planning and implementation of security administration for all IT projects.

             Responsible for evaluation and selection of security applications and systems.

             Makes recommendations and assists in the implementation of changes to work methods and procedures to make them more effective or to strengthen security measures.

Deliverables

Consultant shall perform the tasks listed above, as requested by the Department. The Consultant shall submit time logs and status reports for these tasks to the Department in one-hour increments. The Consultant shall provide evidence of performance by submitting the required documentation detailed in the list below. Documentation shall be submitted in a format compatible with MS Office 2013, or newer.

1.            Status Report. A report detailing the status of tasks, level of service provided to Department staff, and the projected completion date for each assigned task. The Consultant shall submit this report weekly to the Departments Contract Manager on the day specified by the Departments Contract Manager.

2.            Time Reports. A report detailing the tasks worked on each day and the hours spent on each task.  The Consultant shall submit this report to the Departments Contract Manager no later than the 5th day of the month that follows the month for which the total hours worked are being submitted, via the OIT Time Log (upon the start date of the Consultant, as defined in Attachment 1, Standard Terms and Conditions, access to this log will be provided by the Department), using the agreed upon Cost Center Identification number (CCID) for the work performed.

3.            Technical Documentation. Documentation, identified in the SDF, that evidences that all work performed complies with the OIT policies, procedures, and technical standards provided to the Consultant by the Departments Contract Manager. The information contained in the technical documentation must also facilitate the transfer of knowledge to the Departments staff that is necessary to maintain the system, application(s), or solution(s) that the Consultant has worked on. The technical documentation must be satisfactorily completed within the response time specified by the Departments Contract Manager.

4.            Additional Documentation. Any additional documentation required by the Departments Contract Manager, which must be submitted within the timeframe specified by the Departments Contract Manager.

Facilities and Equipment.

The Department will provide items such as working facilities, development and testing environments, equipment and software licenses, access to the Departments network, and internet connectivity, etc. Note: A Consultant with access to the Departments network is required to complete the Departments security awareness training.  This training must be completed within fifteen (15) calendar days of the Consultants start date.  If the Consultant uses his or her own computer laptop, the equipment must undergo a security review by the Department to ensure it is free of software viruses and does not otherwise pose a security threat, prior to connection to the Departments network.

Miscellaneous.

1.            Transition.  The Consultant agrees to cooperate in the transition of services to the Department, or a successor Contractor. The transition will include, at a minimum, training, transfer of data, and transition period error correction.

2.            Background Checks. The consultant must undergo a background check. Review and approval of a background check, which, at a minimum, is the equivalent of a Level 2 screening described in section 435.04, F.S., including fingerprinting, is required for the consultant before he or she will be allowed to perform any work. The consultant must be advised that: 1) the fingerprints will be used to check the criminal history records of the FBI (depending on the PO scope, the fingerprints may be used on an ongoing basis to check the criminal history records of the FBI, which may include expunged records), and 2) procedures for obtaining a change, correction, or update of an FBI identification record are described in 28 C.F.R. 16.34. Results will be used to determine the consultants eligibility for access to the Departments systems. The Department will provide detailed instructions for fingerprinting upon selection.

3.            Employment Outside of The Department.  if the consultant performs, or intends to perform, work outside of the Department, the contractor must submit a completed and fully executed Attachment 4 Request for Review and Determination Relative to Work Performed Outside of the Department of Financial Services. A completed Attachment 4 must be submitted to the Department for approval, prior to beginning outside work.
