ESOURCE QUALIFICATIONS

Minimum qualifications:

a. Possess a Bachelor's Degree in computer science or related field (as determined by the AOC).

b. Ten (10) or more years of experience in OBIA/OAS.

c. Ten (10) or more years of experience in WebLogic.

SCOPE OF WORK

Offeror proposed resource(s) shall be responsible for the following:

1. Installing, upgrading, and maintaining Oracle Data Integrator (ODI) in Production, test and QA servers.

2. Installing, upgrading, and maintaining Oracle Business Intelligence Enterprise Edition (OBIEE) in Production, test and QA servers.

3. Installing, upgrading, and maintaining Oracle Business Intelligence Applications (OBIA) in Production, test and QA servers.

4. Working with users to gather requirements for OBIA procurement, finance, custom OBIEE, OAS and BI publisher reports

5. Modifying OBIA repository, creating custom tables and joins for OBIA reports.

6. Creating custom reports in OBIA procurement and finance.

7. Writing custom SQL queries using PeopleSoft finance and procurement tables, to validate data in OBIA reports.

8. Customizing out of the box scenarios in ODI and adding it to the existing load plan.

9. Generating load plans in ODI and optimizing those using custom OBIA tables, modifying ODI interfaces and creating table indexes to reduce the ODI load running time.

10. Migrating ODI objects (Interface, Scenarios and Packages) between environments using smart export and import.

11. Creating a report in OBIEE to track ODI load status and errors using SNP tables.

12. Working with DBAs and oracle support to rectify the runtime errors on the ODI load plan.

13. Importing and exporting service instance using WebLogic scripting tool in AIX server to export and import presentation services catalog, data model and security policy metadata between environments in OBIEE 12C.

14. Running commands in Linux to import SSL certificate and key stores for active directory authentication.

15. Configuring security providers, and active directory using WebLogic administration console.

16. Creating users and adding them to groups in WebLogic admin console.

17. Creating roles and adding groups & users in WebLogic enterprise manager.

18. Using Linux commands to start, stop and navigate through files and folders in all Linux servers for OBIEE and ODI

19. Performing error diagnostics in OBIEE and ODI using server logs.

20. Installing, configuring, and migrating reports in OBIEE 12.2.1.0 to 12.2.1.3, and OAS 5.5 to 6.4.

21. Performing Authentication and Authorization (implement object and row level security).

22. Using the Write back feature in OBIEE to implement and maintain the reports where users are able to enter data for expected budget and expenditure values and plan current and future Fiscal year Budget and expenses.

23. Planning, developing data models, and creating custom reports in OBIEE for Alternative Dispute Reports (ADRESS) based on user requirements.

24. Modeling the ADDRESS repository by importing data warehouse tables, creating new physical and logical joins.

25. Creating custom templates in BI publisher, using bursting definition and schedule reports to be delivered to an FTP folder in a remote machine based on the requirement for domestic violence reports users.

26. Creating custom queries and views using oracle internet directory tables for security reports.

27. Maintaining EBAR, elicense, foster care and security reports using BI publisher.

28. Running Linux scripts on the server to rename DV reports BI publisher files and adding them to the server.

29. Creating and modifying repository and session variables in OBIEE.

30. Creating new tables and views in the data warehouse.

31. Preparing regular and ad hoc reports, including:

       a. Weekly project report of progress and status,

b. Weekly time report, and

c. Additional reports as requested.

OFFEROR RESOURCE(S) SKILLS, EXPERIENCE, & CAPABILITIES

1. Offeror shall propose resource(s) possessing the following preferred skills, experience, and capabilities:

a. The ability to:

(1) Develop reports, design rpd, administer server, and perform server upgrade in OBIEE 12C and OAS 5.5/6.4;

(2) Create xmlp templates and associate with SQL code;

(3) Read user requirements and understand the dependencies on roles;

(4) Work closely with Oracle database administrators and Oracle xmlpserver administrators and enterprise security groups; and,

(5) Distinguish who the current user of the report is so that roles and report output can be designed accordingly.

(6) Write technical communications for non-technical staff.

b. Understanding of the separation of business logic from the presentation of the data via xmlpserver.

c. In Depth knowledge of report design, views, materialized views, and database design for reporting.

d. Experience with:

(1) OBIEE security configuration (authentication and authorization),

(2) Configuring active directory security in OBIEE 12C and OAS 5.5/6.4,

(3) OBIA 12C, OAS 5.5/6.4, Procurement and Finance,

(4) Oracle Data Integrator 12.2.1.4,

(5) ODI customization, migration between environments and load plan generation.

e. Familiarity with the following:

(1) OBIEE (Oracle Business Intelligence Enterprise Edition) 12C, OAS 5.5/6.4, Weblogic 12.2.1.4,

(2) Write back feature in OBIEE 12C,

(3) Oracle BIpublisher 12C and OAS 5.5/6.4,

(4) Oracle PL/SQL and xmlpublisher,

(5) Star schema and warehouse architecture design,

PLACE OF PERFORMANCE

1. Work shall be performed in a hybrid setting consisting of:

a. Two (2) days remote at a suitable off-site location selected by the Offeror/Offeror Resource.

(1) The AOC reserves the right to determine an off-site location is not suitable (e.g., crowded public space with distracting background noise during meetings).

b. Three (3) days on site at the Maryland Judiciary Information Systems, 189 Harry S Truman Parkway, Annapolis, MD 21401.

2. Additional on-site support may be required, to manage production application issues, security threats, or critical initiatives.

a. As designated by the Judiciarys Chief Technology Officer; the contractor must be able to report on-site within four (4) hours after notification.

(1) If required to report, the Offeror Resource shall report to Maryland Judiciary Information Systems, 189 Harry S Truman Parkway, Annapolis, MD 21401.

3. The AOC reserves the right to regularly evaluate performance and withdraw remote privileges in the event of a decline in contractual performance.

SCHEDULE & COORDINATION

1. Offeror proposed resource(s) shall perform during normal operating hours, Monday through Friday, 8:30AM to 5:00PM Eastern Standard Time (EST), with the flexibility to extend the coverage hours to meet deadlines.

2. The JIS Project Manager or Department/Senior Manager must approve work prior to or after normal operation hours, not to exceed 2,040 hours per year.

3. Depending upon project requirements (e.g., Go Lives), the proposed resource will be required to work a flexible schedule to include evenings, nights, weekends, and holidays.

4. Proposed resources shall be available to provide on-call operational support as required outside normal operating hours.

5. The AOC reserves the right to modify the allocation of onsite and remote work effort throughout the life of the Contract. In the event of a modification, the Contract Manager will coordinate with the Successful Offeror on a mutually agreeable allocation of work effort.
