We have a urgent requirement for Sr. Medicaid Business/Data Analyst position with our client. Role: Sr. Medicaid Business/Data Analyst Location: Menands, New York Duration: 30 Months Client: NY State Description New York State of Health (NYSoH) is New York's official health plan marketplace established by Executive Order No. 42. The temporary personnel services requested are needed to support the on-going design and development of information technology systems consistent with enrollment goals and federal and state law and rules. The IT Specialist will work closely with NYSoH program staff, vendors and other stakeholders to define requirements for the NYSoH. Duties Specific activities to be performed include, but are not limited, to: Guide requirements gathering meetings to elicit functional requirements from business users to define system functionality Analyze, develop and review process flow charts and other business documentation to define business processes Document complex functional requirements in a thorough and clear formal requirements document Consult with and advise department staff during the technical design process. Analyze, review and comment on design specification documents Analyze, review and comment on technical documentation such as interface control documents Guide and participate in stakeholder review meetings for requirements and design specification documents Coordinate and document resolution of requirements and technical design comments and gaps with business and vendor staff Provide guidance in the development of test scenarios Perform software testing as needed including specifying test scenarios and test cases, executing tests, and analyzing and documenting defects in a defect management system Provide guidance for the development of internal software training documents Work on complex software in a fast-paced, high volume work environment Communicate and facilitation consensus among stakeholders Deliver clear, specific and respectful oral and written communications to business owners, IT program team members and management Mandatory Requirements Experience (8+ Years) Works in the field of Information Technology, experienced in the usage and support of a collection of development platforms, technical architectures or business applications and products that run on those platforms - beyond that of a Programmer. Requirements This is an 100% Onsite 84 months of experience in Information Technology supporting complex software systems or applications. 84 months of experience analyzing complex business processes and creating and reviewing test plans. 84 months of experience documenting, communicating, and validating requirements throughout the system, process, or product/service development lifecycle for all changes to processes that would enable the organization to achieve its goals. 84 months of experience providing written communications to business owners, IT program team members, and management. 84 months of experience working with Health Insurance or the Affordable Care Act or Medicaid which includes Eligibility and Enrollment (not Health Care). 84 months of experience with ETL tools, batch jobs, Rational Quality Manager, Report Development using IBM Cognos or HIPAA compliant X12 format for EDI transactions 60 months of experience in reviewing and evaluating technical specifications for compliance with business objectives and requirements.
