PeopleSoft HCM Programmer Analyst

Location :: San Bernardino, CA

Contract role 12 months with possible 1 year extensions  

LOCATION DETAILS:  On-Site role and can eventually go Hybrid schedule after the 1st 2 months. Hybrid schedule TBD.

ABOUT THE ROLE: 

            Target years of experience - 5+ years of experience with Peoplesoft and HCM

            Top 3-5 Technical Skills 

            Proficient with PeopleSoft development suite - Application Designer, SQR, Application Engine, AWE, Query, etc.

            Advanced PeopleCode experience.

            Experience with COBOL, Application Packages, Component Interface, Fluid Development, HTML5, and CSS.

            Advanced SQL experience on an Oracle database.

            Project Scope/Details- The Innovation and Technology Department (ITD) of the County of San Bernardino is seeking a motivated contract Programmer Analyst. The candidate will participate in systems analysis, application architecture, systems design and development, database design, and applications programming. Contractor will be assigned to the ITDs Human Capital Management (EMACS) team to partner with Human Resources and to support and maintain its Human Capital Management (HCM) system.

County roles take a solid month from submittal deadline to interview to hire. Once that is completed, LiveScan must be done, which is fingerprinting at the San Bernardino Sheriffs station, scheduled by the County and the consultant. LiveScan takes up to 2 weeks to clear and then start date determined once cleared. Time in total is about 1-2 months max to be in the seat. But once there the contract is usually multiple years.

Job Specs

The Innovation and Technology Department (ITD) of the County of San Bernardino is seeking a motivated contract Programmer Analyst. The candidate will participate in systems analysis, application architecture, systems design and development, database design, and applications programming. Contractor will be assigned to the ITDs Human Capital Management (EMACS) team to partner with Human Resources and to support and maintain its Human Capital Management (HCM) system.

The position requires experience with PeopleSoft suite of development products (Application Designer, SQR, Application Engine, SQL etc.) and familiarity with all phases of the SDLC.  The candidate will analyze and resolve production system problems and monitor production systems to ensure correct and efficient operation. Candidates should possess excellent problem solving, organizational and communication skills, and keep abreast with emerging technologies.

Contract Duration: 1 to 2 years (renewed annually).

Responsibilities

1.           Designing, implementing and testing HCM application involving new features and functionality from functional requirements.

2.           Maintenance, support, design, development, and implementation of HCM application.

3.           Developing and maintaining applications and modules related to Payroll, Time and Labor, Benefits, Benefits Administration, ePerformance and Talent Acquisition Management and Candidate Gateway modules.

4.           Database design in Oracle, SQL and formulating advanced SQL queries

5.           Developing new and maintaining existing Database ETL processes and reports.

6.           Good communication skills, ability to work independently and in team environment, and communicate with clients.

7.           Strong time management and multitasking skills; ability to handle changes in business requirements and set priorities across multiple projects.

Skills and Qualifications

1.           Proficient with PeopleSoft development suite - Application Designer, SQR, Application Engine, AWE, Query, etc.

2.           Advanced PeopleCode experience.

3.           Experience with COBOL, Application Packages, Component Interface, Fluid Development, HTML5, and CSS.

4.           Experience selectively adopting bug fixes and new features from PUM Images.

5.           Experience reducing customizations by use of Event Mapping and Drop Zones.

6.           Advanced SQL experience on an Oracle database.

7.           Strong understanding of SDLC.

8.           Familiar with various design, architectural patterns, and HCM frameworks.

9.           Ability to write clean, readable, modular, scalable and easily maintainable code with proper technical documentation.

10.        Understanding of code versioning tools.

11.        Troubleshooting, analytical skills and excellent communication skills.

Experience and Education:

Information Management, Computer Science, or any closely related field with at least 5 years working experience using HCM, PeopleSoft, JavaScript libraries, SQL and SQR. An equivalent combination of experience, education and training will be considered.
