This position is remote NOTES FOR RECRUITERS: Interview Process: Webcam Interview Only Responsibilities: Manage the development and maintenance of the cross-enrollment data solution within the department. Collaborate with various stakeholders to design, develop, test, and implement changes and upgrades to the cross-enrollment solution including the integration of new data sources across the different health and human services programs. Coordinate across business, IT and data teams to manage all technical aspects of the work in collaboration with the Data Office, Programmatic Technical Teams, Programmatic Business Leads and the Project Manager. Work with a range of stakeholders including developers, data architects, business intelligence dashboard developers, business stakeholders, subject matter experts and end-users. Contribute towards improving the efficiency and effectiveness of providing critical services such as SNAP, WIC and Medicaid to the residents of North Carolina. Collaborate with cross-functional teams, including business analysts, project managers, and other programmers, to gather requirements. Develop, test, debug, and maintain software code to ensure smooth operation and functionality of cross-enrollment data solution. Validate cross-enrollment analysis model results on a regular basis and de-bug when needed in close coordination with the dashboard team. Serve as the cross-enrollment analysis model subject matter expert in business and design discussions. Integrate and interface existing systems and databases with system applications, ensuring data integrity and security. Participate in system and database design discussions, offering technical expertise and insights to optimize performance and scalability. Develop and execute test plans, conduct system testing, and troubleshoot issues to ensure high-quality deliverables. Perform code reviews and provide constructive feedback to maintain code quality and adherence to coding standards. Collaborate with stakeholders to identify and resolve technical issues and provide ongoing support for cross-enrollment systems. Document technical specifications, system configurations, and user manuals to support effective system maintenance and knowledge transfer. Adhere to established development methodologies, coding standards, and quality assurance processes Experience with Amazon Redshift development Required Skills: 7 Years - Experience with enterprise level cloud-based development, deployment, and auditing, including: PAAS, IAAS, and SAAS. (preferred) 4 Years - Bachelor's degree in Computer Science, Computer Information Systems, Computer Engineering, or other related technical degree 8 Years - Experience in managing and implementing data or system integration projects. 5 Years - Data architecture and data modeling experience including best practices and impact analysis. 7 Years - Excellent problem-solving and analytical skills. 7 Years - Experience in data mining, structuring, and analyzing information. 7 Years - Strong communication and interpersonal skills, with the ability to collaborate effectively with cross-functional teams. 7 Years - Ability to manage multiple priorities and work in a fast-paced environment. 5 Years - Programming experience in SQL (Ideally PostgreSQL) 7 Years - Detail-oriented with a focus on delivering high-quality work. 5 Years - In-depth understanding of data warehouse structures and relational databases. 5 Years - Experience with the Software Development Life Cycle (SDLC). 5 Years - Expert knowledge of data management and data modeling 8 Years - Highly detail-oriented with excellent communication skills (written and verbal), problem-solving abilities, and strength in understanding and analyzing requirements to deliver solutions. Desired Skills: Experience with AWS Services, especially, Data Pipeline, Glue, Kinesis, Redshift Spectrum Knowledge of compliance frameworks PCI, SOX, SOC 2, ISO 27001 and the ability to apply their requirements and concepts to a complex environment Hands-on experiences with databases e.g., SQL, MYSQL, Oracle, etc. Strong technical experience, knowledge, and understanding of micro-services architecture Familiarity with healthcare or social services systems and/or programs is a plus Knowledge of data warehousing/architecture.
