Job Summary: The Information Technology Division is seeking a Cross-Enrollment Programmer to manage the development and maintenance of the cross-enrollment data solution within the department. This role will collaborate with various stakeholders to design, develop, test, and implement changes and upgrades to the cross-enrollment solution including the integration of new data sources across the different health and human services programs. The candidate will coordinate across business, IT and data teams to manage all technical aspects of the work in collaboration with the Data Office, Programmatic Technical Teams, Programmatic Business Leads and the Project Manager. This role will work with a range of stakeholders including developers, data architects, business intelligence dashboard developers, business stakeholders, subject matter experts and end-users. This role will contribute towards improving the efficiency and effectiveness of providing critical services such as SNAP, WIC and Medicaid to the residents of North Carolina. Position Requirements: 8 years of relevant work experience in managing and implementing data or system integration projects. Bachelor's degree in computer science, information systems, or a related field. Relevant work experience may be considered in lieu of a degree. 5 years of programming experience in SQL (Ideally PostgreSQL) 5 years of data architecture and data modeling experience including best practices and impact analysis. Excellent problem-solving and analytical skills. Experience in data mining, structuring, and analyzing information. Strong communication and interpersonal skills, with the ability to collaborate effectively with cross-functional teams. Detail-oriented with a focus on delivering high-quality work. Ability to manage multiple priorities and work in a fast-paced environment. Additional Requirements: Familiarity with healthcare or social services systems and/or programs is a plus. Knowledge of data warehousing/architecture. Experience with Amazon Redshift development Ability to directly interact with key internal customers effectively. Required 8 years In-depth understanding of data warehouse structures and relational databases. Required 5 years Experience with the Software Development Life Cycle (SDLC).
