Job Description: Texas Workforce Commission (TWC) is seeking a Systems Analyst to support the Cash Draw and Expenditure Reporting (CDER) team. The Systems Analyst will play a crucial role in evaluating, enhancing, and advising on system capabilities while working closely with stakeholders . Key responsibilities include: Participating in joint application design sessions with customers and IT staff to define business requirements and software system requirements. Effectively communicating with users to determine new process requirements, and application modifications, and conducting fit/gap sessions. Involvement in implementations and upgrades using a low code platform. System configuration, thorough documentation of business processes, and preparation of project documentation. Utilizing standardized project management processes, tools, and techniques. Developing test artifacts, conducting testing (including UAT), and creating training documentation for CDER team projects. Collaborating with developers to track defects and resolutions. Performing technical and analytical reviews to analyze system functionality and resolve production issues. Assisting in creating, maintaining, and enforcing global standards. Providing support for other analysis and documentation tasks to facilitate CDER team projects. Assisting in diagnosing problems associated with applications and preparing detailed specifications for issue resolution and system improvement. Technical Skills Required: 5-7 years of experience as a systems analyst or a bachelors degree, preferably in a technical or analytical field, and three years of systems analyst experience. 5-7 years of experience with a low code platform, including design, implementation, and production support of applications. 5-7 years of experience conducting fit/gap sessions, performing system configuration, conducting testing (including UAT), and developing training documentation. 5-7 years of experience preparing various project documentation, including system requirement specifications, functional design specifications, architectural diagrams, flowcharts, screen prototypes, wireframes, interface specifications, data migration rules, logical workflow charts, database design specifications, and data warehouse design specifications. Proficiency in SQL, Object-Oriented Programming Languages, and Web Application fundamentals. Strong business analysis skills and the ability to develop creative solutions to complex problems. Experience with Application Lifecycle Management (ALM) tools like Octane or similar. 2 years of experience as a Programmer, Analyst, or Systems Administrator. 3 years of experience using Microsoft Word, Excel, Visio, Axure, or Photoshop. Preferred Technical Skills: (please try to have in the resume) Certified Analyst or Developer. 3 years of experience with SQL Server. 3 years of experience with UML Modeling and Agile Software Development Methodologies. 1 year of experience with Agile Software Development Methodologies. 3 years of experience with Uniform Statewide Accounting System (USAS) / Centralized Accounting and Payroll/Personnel System for Texas (CAPPS).
