CYBERSECURITY PROGRAM MANAGER

Project Name: Zero Trust Implementation Support Client National Endowment for the Arts (NEA)

Location :Washington DC

Background:
  Plenium is seeking a Cybersecurity Program Manager to provide ongoing cybersecurity engineering, architecture, and strategic planning services in support of NEAs transition to Zero Trust and a Data Centric Security Architecture. The Program Manager shall continue to evolve NEA's Zero Trust Architecture transition by performing inventory of tools, processes, and data. Program Manager shall develop a phased plan that outlines parallel operations, and near-term focus areas such as Comply to Connect.

Duties and Responsibilities:

Responsible for assisting the CISO to develop, plan, implement, and maintain a comprehensive Zero Trust Architecture designed to ensure the compliance of in-scope Agency operations with applicable M22-09 implementation.

Act as a central point of coordination to ensure that the efforts of a broad range of contributors are aligned with, and efficiently contributing to, the strategic vision and goals of the Agency Program.

Apply program management techniques to ensure the on-time, high-quality delivery of Zero Trust products and ensure their compliance with all contract requirements.

Coordinate with teams of engineers, cybersecurity professionals, and help desk analysts in the day-to-day operations and maintenance of the Zero Trust solution.

Synchronize other contractors and vendor relationships, and demonstrate expertise in domains including applications security, network modernization, cloud services, and the Risk Management Framework (RMF).

Act as a liaison between the Agency and other clients within the agency to identify and manage reachback support for new technical requirements and subject matter expertise, as needed.

Work with the CISO to shape activities under contract in concert with the statement of work, organizational strategic plans, and its associated goals and objectives.

Work closely to ensure projects meet delivery, quality, and schedule goals supporting organization-wide technical programs and strategic initiatives and identify opportunities to improve program management processes and identify change management issues or requirements related to strategic implementation.

Education and Certifications:

A bachelor's degree in computer science or related field.

Certified Information Systems Security Professional (CISSP)

Information Systems Security Engineering Professional (ISSEP)

Project Management certification from Project Management Institute (PMI) Project Management Professional (PMP)

General Experience:

A minimum of 7 years of cybersecurity program management experience relevant to this task order including 3 years of direct support for the US Government.

Ability to prioritize multiple tasks.

Ability to produce clear, concise, and well-written documentation; must possess excellent communication skills.
