Short Description:

Complete Description:

This position involves professional work in, planning, development and implementation of multiple high-level projects in the Department of Drug and Alcohol Programs. This employee will develop, collect, organize and present data, write policy, facilitate work groups with multiple internal and external stakeholders, and work closely with Division Directors and the Bureau Director to carry out the strategic plan of the Department.

This position will be responsible for assisting with the management, award oversight, and leadership of several large projects funded through the state and federal supplemental funding, such as the Substance Use Disorder Loan Repayment Program, and the enhancement of the provision of services to underserved and underrepresented communities. 

This position ensures that all goals/objectives are met and is responsible for developing and implementing the program throughout the Commonwealth of PA. This individual will oversee grant monitoring to ensure adherence to the budget and program description as well as the establishment of metrics and outcome tracking. Additional responsibilities include leading meetings and committees, developing reports, and participating on workgroups related to the various initiatives.

Lead implementation of a web-based application used for the Substance Use Disorder Loan Repayment Program.

Develop and manage grant agreements for programs including work statements, program narratives, budget projections, allocation of monies, spending plans, and amendments to contracts.

Writes guidelines, rules, regulations, procedures, and protocols for opioid substance use disorder initiatives assigned to initiatives.

Provides technical assistance to contracted providers on policies, program standards, reporting, and data requirements.

Provides written reports for inclusion in the Department's Annual Report, State Plan, and SAPT Block Grant. 

Prepare correspondence, as necessary, related to the various program and initiatives. 

Perform work with considerable independence, with little or no technical direction. Develop and maintain effective working relationships across branches of government, administrative agencies, county/municipal government, federal government, and other stakeholders to engender support for, and implement, collaborative and innovative approaches to treatment. Direct day-to- day processes of initiatives and prioritize tasks to ensure progress and successful/timely completion of projects. Create metrics to evaluate effectiveness of initiatives, and recommend change based on evaluation of those results.
