It is the responsibility of all Staff members to know and follow all policies, procedures, and programs and to report any activity that may be in violation of any of the policies described within the Information Security Program.

General Statement of Duties:  

Develop and implement Capability Maturity Model Integration (CMMI) processes to promote standards and behaviors to achieve measurable improvements against business goals.

As directed by CIO and Senior IT Leaders, serve as the lead for process improvement research and design to improve IT and Business processes in of support business goals and strategies.  Work in coordination with IT Managers, Business Analysts, Federal Contracts, and Business Operations personnel to identify, research, develop, implement and train on best practices of process maturity.  Work in conjunction with Compliance, Audit, and management to ensure staff is properly trained on CMMI processes and procedures. 

Essential Duties and Responsibilities:

Department Support Understand and own processes and procedures for the departments supported, as assigned by the CIO. Work with departments to ensure efficient and effective use of processes under your purview.  Work closely with department management to understand their operations and system usage to identify areas of improvement, as well as to assist in the research and design of alternatives.

Reporting:  Develop and maintain status reports and dashboards detailing the process maturity improvements which are in the various phases of research, development, implementation, as well as the status of all associated training.  Create reports, metrics and dashboards which track the effect of the maturity practices against Business Goals.  Create reports and metrics which represent and track the adherence of implemented practices. Attend regular status meetings with CIO, and other IT and Business Leaders as requested. 

Change Request Process Understand the change request process.  Understand the different types of changes being requested.  Understand the Business-to-IT intake process associated with change requests. Ask questions, research the current change process from the Business, Regulatory/Compliance, and IT perspectives.  Participate in change request meetings as needed.  Identify internal process improvement opportunities versus third-party software changes.  Perform flow and usability testing of any implemented improvements for viability and sustainability.

External Processes: Understand external processes and systems that affect the overall servicing process (interfaces, file exchange processes, Fiserv platform, NSLDS, others).  Assist in the resolution of issues or concerns, as requested by management.  Work with Fiserv and other 3rd parties to establish, modify, or enhance processes.  This requires participation, and at times leadership, in meetings and conference calls.  

System Liaison:  Effectively centralize, organize, coordinate and communicate problems, concerns, requirements and enhancements using the most efficient means between software provider, management and staff.  Establish and maintain strategic and effective relationships with internal and external stakeholders.  Gain the trust and respect of customers, co-workers and suppliers while demonstrating core competencies and corporate values.  Negotiate as needed to obtain the best outcomes to problems and disagreements. Ensure system provider concerns or issues relating to technical or operational functions are clearly communicated to the proper parties. Assist all affected parties in achieving a resolution, if possible, and clearly communicate same to the system provider.  Effectively document and maintain issue audit trail.

Servicing Regulations: Responsible for achieving and maintaining a working knowledge and understanding of federal, state, and guarantor regulations regarding the student loan program being serviced.  Understand how system changes meet the requirements through coordination with all affected parties and notify management if the change(s) are not implemented as required.

Technology:  Achieve and maintain a current working knowledge of technology application development standards and processes, internal MOHELA applications, Service Now, Visio, Jira and Confluence.  Attend seminars and conferences designed to build knowledge as requested.

Communications:   Provide regular and timely project status updates to CIO and internal stakeholders.  Demonstrate success managing priorities and personalities in cross-functional teams.  Establish and communicate standards to guide internal and external resources in their development efforts.  Coordinate activities across multiple internal and external teams.  Cultivate and maintain positive relationships with internal stakeholders.  Effectively communicate technical topics to non-technical audiences.  Occasionally prepare and deliver department-wide communications and presentations. Demonstrate the ability to effectively train various audiences on new processes and practices.  Email communications and documents demonstrate management-level organization, grammar, and sentence structure. Written communications are well adapted to their audience.  Able to effectively organize, prepare for, and conduct professional meetings which involve team members and stakeholders of various levels.

Other Duties as Assigned: Perform other duties as assigned by the CIO. 

Education/Experience - Four-year college degree preferred.  CMMI experience strongly preferred. Experience with basic programming and/or project management a plus.

Technical Skills Solid experience using Word, Excel, PowerPoint. Experience with SharePoint is desired. Experience using a drawing tool like Visio or similar is a plus. 

Other Characteristics: This position will have a direct impact on the entire company.  Must identify project risks early; recommend and implement mitigation measures as appropriate. Dedication to professional development in the student loan and IT field through continuing education, certification, and/or seminar attendance.
