Job Summary:

Candidate will develop, maintain, and enhance Esri enterprise level ArcGIS applications (Javascript API, ArcGIS Portal/Online/Hub, ArcGIS Field Apps). GIS functions will be integrated within C# .NET applications hosted within a SharePoint environment. GIS data is stored within Oracle. Solutions typically work with Oracle enterprise data warehouse and enterprise API's/services.

Must have:

Esri ArcGIS:
The candidate must have a strong proficiency in Esri ArcGIS, including experience with Esri's JavaScript API, ArcGIS Portal/Online/Hub, and ArcGIS Field Apps. They should be able to develop, maintain, and enhance enterprise-level ArcGIS applications.

C# .NET Development:
Proficiency in C# .NET development is essential, as GIS functions will be integrated into C# .NET applications hosted within a SharePoint environment.

Oracle Database:
The candidate should have experience working with Oracle databases, as GIS data is stored within Oracle. Knowledge of database management and integration is crucial.

GIS Data Integration:
The candidate should be skilled in integrating GIS functions and data within an enterprise IT environment, especially with Oracle enterprise data warehouses and enterprise API's/services.

Software Development Lifecycle (SDLC):
Familiarity with GDOT's software development lifecycle, processes, standards, guidelines, and specifications is important for following the organization's best practices.

Project Management Methodology:
Experience working within various project management methodologies such as waterfall, agile, or hybrid is required, as the candidate will need to adapt to GDOT's selected methodology for different projects.

Architecture Design:
The candidate should be able to collaborate on architecture design and implementation with data/application architects and team developers. This includes designing and developing standalone or integrated GIS applications/solutions.

Esri COTS (Commercial Off-The-Shelf) Products:
Knowledge of Esri COTS products and the ability to leverage them for GIS solutions is important. The candidate should prioritize COTS-based capabilities over customization when feasible.

Source Code Management:
Proficiency in managing source code within tools like GitHub, including version control, branching, and in-line code commenting, is necessary.

Testing and Quality Assurance:
The candidate should have experience in unit and system integration testing. Knowledge of test automation tools like Selenium for validating use cases is beneficial.

Security Awareness:
Understanding IT security issues and the ability to address them within GIS source code is crucial. The candidate should also assist with required security updates.

Documentation:
Strong documentation skills are required to complete GIS architecture and system support documentation.

Issue Resolution:
The candidate should be capable of addressing and resolving issues with existing GIS applications, processes, and data workflows.

Communication and Collaboration:
Effective communication skills are essential for collaborating with team members, architects, and contractors. They should also be able to guide and instruct GIS contractors and staff on solutions.

ServiceNow:
Familiarity with ServiceNow or similar ticketing systems for recording work tasks, scheduling outages, and requesting approvals is a plus.

Continuous Learning:
Given the evolving nature of GIS technology, a willingness to stay updated with Esri and GIS industry trends is valuable.

Roles:

- To follow GDOT software development lifecycle, process, standards, guidelines, and specifications

- To work within GDOT selected project management methodology (e.g. waterfall, agile, hybrid)

- To collaborate on architecture design/implementation with data/application architects and team assigned developers

- To design/develop/implement standalone or integrated GIS applications/solutions within enterprise IT environment

- To leverage GDOT IT and Esri COTS based capabilities over customization, but to develop custom scripts, code, or applications as needed to support requirements

- To review/implement source code/scripts from contractors

- To assist in guiding/instructing GIS contractors and staff on solutions

- To deploy GIS solutions within development, testing/QA, and production environments

- To address and resolve any issues with existing GIS applications, processes, and data workflows

Responsibilities:

- Define tasks and provide work estimates to team lead, manage their time to meet project expectations and scheduled delivery dates

- Assists with implementing Esri GIS capabilities within COTS applications that natively integrate with Esri GIS

- Develops GIS web editing capabilities and integrating location aspects with GDOT geodatabases and linear referencing system within Esri Roads and Highways

- Creates and publishes GIS geoprocesors, locators, and web services

- Implements workflows within Esri Geoevent Processor, Roads and Highways, Field Maps, Image Server, SiteScan, etc.

- Complete GIS assigned tasks and deliverables on-time

- Upgrades Esri ArcGIS and GIS applications to newer versions and assists with other technology/system upgrades

- Manage GIS source code within GitHub, provide appropriate in-line code commenting, branching, versioning

- Provide unit and system integration testing

- Performs code reviews with application/data architects prior to production deployments

- Develops Selenium test scripts to validate use cases and system operational health

- Facilitates automation of code deployments within established server architecture

- Addresses IT security issues within GIS source code and assists with required security updates

- Submits and updates ServiceNow tickets to record work tasks, schedule planned outages, request approval to deploy bug fixes/change requests

- Complete GIS architecture and system support documentation

- Complete work time logs/ServiceNow updates weekly and submit with timecard for Team Lead review
