This program office will initially support and govern the development and maintenance of products and services in response to the COVID-19 health crisis, collectively referred to here as workstreams. The program office will coordinate and align workstreams developed by various internal and external stakeholders to realize anticipated project outcomes, maintain and provide technology leadership for stable products, improve overall return on investments, and realize a stable operating environment. As MDH completes its transition of COVID-19 workstreams, the program office may also incorporate other workstreams not directly related to COVID-19. This position will report directly to the MDHs Chief Technology Officer. Our successful candidate is a highly skilled professional with a start-up mentality, capable of succeeding at both a high level and lower level tasks. This individual is committed to helping the organization remain on schedule and on budget. MDH will designate workstreams to be supported by the program, and the program manager will plan, organize, and lead project delivery and product management activities. Duties: Provides leadership for the program office. Works closely with MDH executive business and technical leadership to promote the long term sustainability of assigned workstreams. Works closely with the Chief Technology Officer for the management of new workstream intake, planning, forecasting, preparation of budgets and proposals, and management of significant risks and issues. Oversees and actively manages workstreams to ensure high levels of quality. Manages day-to-day interactions with customers and sponsors. Organizes, directs, and coordinates the planning and production of workstream activities, including those of interagency partners, outside contractors, and other delivery partners. Oversees the development of or develops project reports and artifacts. Establishes and alters corporate management structure to improve effectiveness and efficiency. Motivates and leads cross-functional teams and manages stakeholder groups at various levels of the organization to build trust and forge critical consensus. Meets legal, regulatory, and policy mandates. Performs other duties as assigned. Education: Bachelors Degree from an accredited college or university in Engineering, Computer Science, Information Systems, Public Health, or other related discipline. Masters degree and/or project management certification is preferred. PMP certification. PMI-ACP, CSM, or equivalent certification demonstrating competence in agile. General Experience: At least twelve (12) years of experience in program or project management. Specialized Experience: At least eight (8) years of experience in supervision or oversight of IT related programs or projects. A proven track record of successfully implementing projects using Agile methodologies including at least five (5) years of experience as a project manager managing major ($1M or more) projects in a hightechnology development environment with cross-functional teams. At least five (5) years of experience managing programs in a healthcare environment. Experience with agile tools such as Jira. Experience in work planning, monitoring, and reporting. Experience managing requirements processes including conducting interviews and documenting technical requirements. Experience managing design activities including design sessions and defining future state processes. Experience managing vendors and service providers. Experience working with and managing onsite and remote teams. Experience with industry-standard System Development Life Cycle methodologies. PgMP certification is strongly preferred. Prior experience with SCRUM/Agile methodologies with enterprise-level application development projects. Demonstrates excellent written and verbal communications skills.
