Type of career background for the appropriate candidate: The person I am looking for has likely worked as an analyst with capacity modeling, scheduling, and demand management experience. They would have been responsible for KPIs including utilization and tracking performance (in any operation or scheduling capacity) to forecast. These are skills gained from outside of project management and would likely come from operations and workforce management roles. JOB DESCRIPTION: This position reports to the Senior Manager, Portfolio Planning and is an individual contributor with no direct reports. The Project Portfolio Analyst 3 will play a critical role in supporting the Project Management Office (PMO) organization. This role will support oversight, planning, reporting, and ad hoc analysis. The Project Portfolio Analyst will be responsible for providing valuable insights, what-if modeling, and recommendations to assist in strategic decision-making, with a focus on balancing portfolio forecasts with capacity. This position requires ability to capacity model / plan, schedule, identify cost and staffing requirements work in a rapidly changing team environment, and meet business expectations by providing analysis, documentation, communication, and/or presentations throughout the project or portfolio to confirm acceptance and satisfaction. PRIMARY DUTIES AND ACCOUNTABILITIES Develop and gain acceptance of the current and future state project portfolio, including capacity modeling / scheduling, budgets tracking, assignment of work and review of individual project efforts. Work with resource managers to effectively align resources across projects based on resource capacity & forecast analysis. Perform what-if analysis of resourcing options and/or scheduling to support business outcomes and speed to market. Update existing portfolio roadmap based on impact of in-flight project change requests, updated portfolio prioritization and potential new project requests. Create and deliver reports focusing on business demand, technology supply (i.e., capacity models) and forecasts/projections. Identify and communicate potential risks, constraints, and opportunities in the portfolio and provide recommendations. Apply project portfolio governance policies and procedures around project lifecycle management. (SDLC, Policy, Best Practices). Identify and lead Project Portfolio process improvement analysis/activities. Must possess proven track record of technology personnel capacity planning, including capacity modeling tools, techniques, and methods. Project Portfolio Tool & Policy Administration Facilitate the implementation of Project Portfolio Management (PPM) tool. Serve as an administrator for the PPM tool/system. Configure and customize the PPM tool to meet the organizations specific portfolio management requirements. Support and maintain the PPM tools, techniques, processes and including maintaining documentation. Ensure data integrity and accuracy within the PPM tool. Collaborate with team to constantly improve portfolio management methodologies, techniques, tools, templates and guidelines. Provide training and support to project managers and stakeholders on the effective use of the portfolio management tool. Reporting and Metrics Identify, develop, implement, and enhance project portfolio metrics, reporting, and dashboards capturing weekly, monthly, and accumulative trending. Consolidate reports to manage expectations. Create portfolio communication plans/reporting methods/dashboards. Input to project management standards, collect project measurements, and report project performance. Facilitate Audit process reporting requirements and activities. Input to project management methodologies, techniques, tools, templates and guidelines for projects. Ad hoc Analysis Assist with ad hoc analysis requests from IT, Finance, Audit, or business around project portfolio, project budgets, and resource management. SKILLS, EDUCATIONAL BACKGROUND AND EXPERIENCE 3-5 years related experience acting in technology management, operations management, scheduling, etc. Knowledge working with project and portfolio tools i.e. Smartsheet, Tempus Prosymmetry, etc Knowledge of the function of the PMO and various project management methodologies including waterfall, iterative, scrum, Kanban, etc. Self-motivated and self-starter with passion for learning and applying past best practices. Advanced MS Office usage skills in Outlook, Word, Excel, and PowerPoint. Experience using of Enterprise Resource Planning tools and using technology tools required. Skills Excellent collaboration and relationship management skills. Strong organizational, time-management and analytical skills. Strong competencies in metric development and data analysis (KPIs) with preferred experience in Smartsheet. Strong experience in report creation and reporting tools, portfolio scoring models and prioritization. Solid project financial acumen (forecasting, performance, and variance analysis). Strong verbal, written, and presentation skills. Abilities History of driving results with ability to concurrently manage multiple assignments.
