We have a urgent requirement for COBOL Architect position with our client. Role: COBOL Architect Location: Albany, New York Duration: 30 Months Client: NY State Description Modify the Personal Income Tax (PIT) processing (Taxpayer Accounting/Returns Processing), Audit, CISS, Correspondence and CARTS Account Receivable systems to comply with necessary Due Process modifications when taxpayers receive notices regarding their tax return(s). "Modify" includes all necessary functional and technical analysis, coding, unit testing and user acceptance testing necessary to ensure that the Department of Taxation & Finance e-MPIRE and Legacy systems will support these changes. The system must be flexible to allow for changes as needed. May be leveraged for other e-MPIRE-based taxes as well. This is a long term, multi-year, multi-phase project. Duties The selected candidate will be responsible for all phases of the System Development Life Cycle for a multi-tiered complex processing system. The responsibilities will include both new development as well as maintenance tasks. Specific tasks will include: Responsible for assisting with the technical design for new development and system enhancements. Responsible for coordinating the technical solutions among various technical support groups. Presentations of technical solutions to management and technical support areas. Responsible for implementing technical solutions. Leading requirements gathering sessions. Leading the analysis of requirements and system design work. Development of technical design documents and program specifications. Coding, unit, and integration testing of programming assignments. Writing and tuning SQL Technical Support of user testing efforts. Performance tuning of new and existing applications. Production support tasks including analysis of issue, propose and implement solutions. Mentoring less experienced staff Mandatory Requirements Experience (8+ Years) Makes high-level design choices and dictates technical standards, including software coding standards, tools, and platforms. Designs multi-leveled architecture or component interactions of a large scale software system.
