Cloud Strategy & Governance:

Person should have experience with Governance and Strategy related to cloud
Should understand platforms, applications, architecture in cloud
On premises vs. Cloud (should be able to justify moving apps to cloud)
Be able to explain:

Security Threats
What needs to happen
Document Risks/ Controls/ testing
Regulations/ Regulators/ Changes management
Control testing
How to manage the program
How to manage the risks

A background in Cloud architecture will be helpful, but not a must
