Judicial Council of CA (JCC) Administrative Office of the Court (AOC). Its a 3 year contract and will be fully remote, however candidate should be located in CA (preferably Northern CA) as occasional (up to 10%) travel will be required (travel will be reimbursed within a limited budget). Lower rate is better as it is a highly competitive process. Any experience with courts or DOJ is a big plus. Summary of Work The mission of the EA program is to facilitate business and IT alignment by creating, communicating, and improving the key principles and models that describe the branchs future state and enable its evolution. As new technologies are contemplated for adoption to support mission critical applications, an Enterprise Architect leads teams of technical experts that help ensure the technologies are appropriate for the business requirements, compatible with existing infrastructure and that technologies are deployed in an optimal configuration. This Enterprise Architect position will provide critical program management and oversight of a portfolio of projects of the highest levels of strategic importance, and work in partnership with other Judicial Council (JC) IT Architects, senior JC leadership, and other branch entities on strategic branch initiatives to support the successful attainment of the Judicial Branchs technology goals and objectives. Prior experience implementing large scale multi-organizational data warehousing solutions using ETL tools, Machine learning, and Data APIs 5+ years of experience with principles and techniques of analyzing and documenting all product life cycle artifacts such as: functional requirements, business cases, project charters, communication plans, test plans, detailed functional specifications. 5+ years of experience in data modeling 5+ years of experience programming in SQL 5+ years of experience using an enterprise grade ETL/ELT product (i.e., Talend, Informatica, Oracle Data Integrator, etc.) 5+ years of experience using tools to perform data prep and data cleansing for data warehousing. 5+ years integration experience of heterogenous systems into data warehouse Strong understanding of data classifications, data access and security Proven track record of written and verbal communication skills, with both technical and non-technical audiences. Experienced working with project schedules, identifying deliverables, milestones, and timelines for assigned projects. Confidence explaining decisions, analyses, and recommendations to stakeholders of varying levels of seniority and digital content knowledge. Great inter-personal skills, flexible can-do attitude, and drive for continuous improvement. Ability to assess and evaluate situations and identify creative problem-solving solutions. Experience developing consensus with disparate groups, sometimes with competing agenda. Experience developing enterprise technical policies for management consideration. Experienced with MS Office applications including Word, Excel, Project, and Visio. Ability to communicate clearly and effectively in English, both orally and written. Additional Skills/Qualifications Desired: Experience with cloud technologies and cloud vendors (Azure preferred) Experience in data architecture and data base designs Recent experience within government agencies or public-sector bodies with projects of a similar type. Task No. Description of Tasks and Responsibilities 1 Analyze, design, construct, maintain, and enhance data pipelines supporting judicial branch data warehouse. 2 Create and execute data warehouse queries according to established specifications. 3 Generate and document technical specifications and process for data extraction processes. 4 Create and execute User Acceptance Testing scripts. 5 Create and execute data quality control processes. 6 Provide technical and troubleshooting support for project team and courts. 7 Provide data design and engineering training to JCC and Court staff developing data engineering skills 8 Weekly and monthly status reports 9 Communicate project activities, performance and status. 10 Other tasks, as assigned.
