Familiar with standard concepts, practices, and procedures within a particular field. Relies on limited experience and judgment to plan and accomplish goals. A certain degree of creativity and latitude is required. Works under limited supervision with considerable latitude for the use of initiative and independent judgment. The role of the software test manager is to lead the testing team. Test Manager plays a central role in the Team. The Test Manager takes full responsibility for the project's success. The role involves quality & test advocacy, resource planning & management, and resolution of issues that impede the testing effort. This QA/Test Manager for WIC will supervise the post-development software application testing of WIC solutions used by state staff, clinic staff and participants. This test manager will work independently with minimal supervision from WIC management on planning testing efforts, including establishing schedules, monitoring resources, reporting test status, surfacing issues encountered during test, ensuring issues are resolved before updates are deployed and assuring the WIC program remains compliant to obligatory regulations and mandates. This role will work with test teams consisting of approximately 26 internal and external testers on testing multiple projects simultaneously and will be responsible for interfacing between functions within the program, liaising with Information Technology areas, working with local health departments, and coordinating with leads from other State Agencies. Years Required/Preferred Experience 4 Required Experience in a test lead role 4 Required Experience using Azure DevOps to document user stories, write test cases, report test results, and track issues 4 Required Experience testing in an Agile project 2 Preferred Experience working with State of Texas HHS agencies and systems 2 Preferred Familiarity with WIC clinic operations desirable III. TERMS OF SERVICE Services are expected to start 11/27/2023 and are expected to complete by 08/31/2024. IV. WORK HOURS AND LOCATION Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed. The primary work location(s) will be at 4616 West Howard Lane Austin, TX 78728. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts. The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission. V.
