Introduction:

To continue achieving the USDA objective to be a data driven organization and create a world class data management organization that supports USDA Farm Production and Conservation mission area (FPAC), and all its agencies data management needs at the enterprise level, FPAC- Business Center (FBC) along with the Farm Service Agency (FSA), Natural Resources Conservation Service (NRCS), and Risk Management Agency (RMA), have begun multi-year plans for migrating their on-premises data analytics solutions to Enterprise Data Analytics and Platform Toolset (EDAPT), a cloud architectural solution hosted by the Department.

Background:

FPAC has established a centralized analytics team, Office of the Assistant Chief Data Officer, (ACDO) to help establish a framework for long-term adoption and management of analytics across the mission area. The establishment of ACDO has assessed organizational structures as well as the data infrastructure to provide insight into how FPAC can better position itself for long-term, sustained success in the areas of data & analytics.

Objectives:

The Team Member will provide data engineering services for the following:

Support the modernization effort migrating legacy data to EDAPT and other cloud solutions delivering data analytics solutions more effectively and efficiently

Support USDA business users and data analysts' day to day uses of the developed analytical products such as dashboards and tabular reports

Support and enhance existing analytical products based on current technologies such as Tableau and Oracle Business Intelligence Enterprise Edition (OBIEE) / Oracle Analytics Server (OAS), and to support and leverage any future technologies but not limited other visualization tools or any other data query tools such as AWS Athena, AWS Redshift Spectrum as part of our modernization

The Data Engineer Level-1 is responsible for identifying relevant data sources, collecting and organizing structured and unstructured data, build data systems and pipelines, and generating insights and reports. Further Data Engineer Level-1 is responsible for Processing, cleansing & verifying of data Analyzing data for trends and patterns and to find answers to specific questions Setting up data infrastructure, data catalogs, and troubleshooting Develop, implement, and maintain databases for features Assess quality of data and remove or clean data Generating information and insights from data sets and identifying trends and patterns Preparing reports for executive and project teams Create and manage visualization of data Mapping data sources: An understanding of where data is stored and maintained Defining logical integrative views of data: These views will draw together data from across the domains Some views will use a database of extracted data - others will bring together data in "near real time." Documenting existing data movement: record how data movement is happening Coordinate efforts and foster consistency while documenting the frequency of movement, the source and destination of each step, how the data is transformed as it moves, and any aggregation or calculations

Required:

3+ Years USA Citizenship  Strong mathematical & numeracy skills  Intermediate understanding of databases such as SQL Server, Informix, and other Cloud solutions such as PostgreSQL, Cloudera Linux Understanding of reporting & data visualization tools such as OBIEE and Tableau.  Impala - Understanding of website scripts such as JSON  Understanding and Experience of ETL framework and ETL tools similar to DataStage, Glue ETL  Proficiency in Python  Excellent analytical skills Strong attention to detail Presentation skills - ability to write and speak clearly to easily communicate complex ideas in a way that is easy to understand Problem solving skills A good communicator with effective stakeholder management & conflict resolution skills

Preferred:

 Certification in data engineering or related areas (AWS or Azure)

Experience with additional databases, cloud platforms, and virtualization technologies.

Familiarity with containerization and orchestration tools like Docker and Kubernetes.

Experience in testing web services and APIs.

Understanding of DevOps principles and practices.
