Job Description: Justification: NYC H+H lacks the staff and/or skills needed to meet the DNA platform deliverables within the specified time frame for Quality DNA OTPS. The requested staff augmentation addresses a lack of requisite talent and accelerates the time to completion. Principal Duties: Summary of duties and responsibilities: As an Associate Director you will build and mentor the Epic ETL Lead team to define, drive and execute on the vision of delivering data to the right people, in the right way at the right time. You will initiate processes to provide excellent partnership, collaboration, and consulting with other IT members and business customers. Responsible for designing, developing, testing and maintaining Extract, Transform, and Load (ETL) processes within the Epic Clarity and Caboodle database environment, as well as custom data stores and marts in EPIC. Also responsible for the modifications, full upgrades, patches, and SU's on all Epic Clarity and Caboodle environments. General tasks and responsibilities will include: Manage projects associated with expanding Caboodle data models, building custom Caboodle data models and ETL processes, fulfills requests to acquire additional data in Clarity and Caboodle, and provides excellent partnership, collaboration, and consulting with other IT members and business customers. Project management: prioritization, planning of projects and features, stakeholder management and tracking of external commitments Lead renovation of the data management infrastructure to drive automation in data integration and management. Operational Excellence: monitoring & operation of production services Closely work with the team to Develops, tests, and deploys quality ETL processes with minimal post-production incidents and performance and tuning excellence. Performing Cogito SQL administration tasks, such as maintaining the databases and manage user access Performs data analysis and data profiling. Performs production support to enhance stability and maintainability of solutions and continuous improvement. Actively resolves incidents and restores services in a continuous improvement environment. A strong proactive posture minimizes user outages and help desk incidents. Troubleshoots incidents surrounding supported solutions, including after-hours escalations of major incidents. Troubleshoot, perform root cause analysis, solution production support incidents, and apply permanent improvements. Drive Automation through effective metadata management, using innovative and modern tools, techniques, and architectures to improve productivity. Identify gaps in new data initiatives and how to address new data requirements. Propose appropriate (and innovative) data ingestion, preparation, integration and operationalization techniques to optimize data requirements. QUALIFICATIONS and CERTIFICATION(S)/NYS LICENSE(S): Epic Clarity Admin/Caboodle Admin/Caboodle Developer (Preferred) Microsoft SQL server administration license (preferred) Experience performing as a Clarity ETL Administrator & Caboodle ETL Admin with upgrades and SUs, Data Link and Smart Data Element solutions, data models and development. Epic Clarity Admin/Caboodle Admin/Caboodle Developer experience or certificationrequired. Bachelors degree/master's degree/advanced degree in computer science, statistics, applied mathematics, data management, information systems, information science or related field Proficient in Microsoft Office (Required) Expert in PL/SQL, SQL Knowledge on Windows/VM servers and windows/PowerShell scripting. Minimum 10 years of work experience in data management disciplines, including data integration, modeling, optimization and data quality, and/or other areas directly relevant to epics ETL responsibilities and tasks. 5+ years experience in leading Epic ETL Administration team Clarity ETL Administrator & Caboodle ETL Admin: 5+ years SQL administration: 5 years (preferred) Minimum Qualifications: Under direction of First Senior Vice President, Finance or the Executive Director or their designees, directs and designs the development, maintenance and operation of computer-based information systems and data processing applications to meet the objectives and requirements of the Corporation through providing reports, information, documentation and statistical data to facilitate the decision making process, planning, control, audit and review of Corporation plans and objectives. General Tasks and Responsibilities Will Include: Evaluates the feasibility of E.D.P. systems development and operating costs relative to benefits and objectives of the Corporation. Approves systems design. Participates with technical, professional and managerial personnel in the analysis of proposed projects and programs and approves project requests from user departments and hospitals within the Corporation. Approves selection of computer, communications and peripheral equipment to meet program design and applications of projected requirements and workloads based on cost considerations, performance specifications, demonstration of performance, vendor support, care of operations, maintenance and all technical factors. Approves programming language to be used and standards for the use of specific compilers, assemblers, communications, processors and other equipment. Approves and establishes programs for development and implementation of operating systems to enable the Corporations computer and related equipment to operate most efficiently. Develops, establishes, maintains and controls appropriate levels of equipment and personnel consistent with the total Corporations needs through integrating existing and emerging E.D.P. systems and applications into optimum management information systems and programs. Forecasts and plans the growth of the department, developing the necessary personnel services and equipment budget. Reviews the process of major information systems projects and data processing operations, corrects deficiencies in project fulfillment, slippages in schedules, cost overruns and operational inefficiencies. Organizes the department to respond promptly to needs of other departments and maintains flexibility of operations. Establishes and develops liaison with senior corporate management, user departments, hospitals, consultants and contractors engaged by the Corporation with regard to the services of the department. Directs planning, scheduling and budgeting of approved projects within the department to meet requirements of implementation within time and cost estimates. Selects personnel, recommends appointments, personnel changes and placements. Evaluates personnel performance, makes recommendations regarding placement, salary changes, reclassifications, transfers, promotions, releases and disciplinary action where appropriate in the implementation of the Corporations Personnel Rules and Regulations. Directs the development of technical and professional education programs for departments to ensure that proper levels of professional and technical proficiency is maintained. Assesses level of departmental employees morale, establishes work performance standards, resolves employees complaints and grievances, provides leadership to attain effective productivity levels, and initiates actions and recommendations to accomplish Departments objectives. Educational Level: Qualification for Central Office. A Baccalaureate Degree with a major in Mathematics, Engineering, Business Administration, Accounting, Finance, Economics or related disciplines; and, A minimum of *eight years experience in the field of data processing and computer systems and applications; and, At least three years experience in a managerial position as head of an E.D.P. or Information Systems Department, Manager of Systems Analysis or Development, or Manager of Programming; and, Strong technical knowledge of computer systems capabilities, administrative and financial E.D.P. systems and applications and computer usage in the health care field; or, An equivalent combination of education, training and experience indicating the ability to perform satisfactorily.
