From: Krishna, Orchids [email protected] Reply to: [email protected] TITLE: Senior SOA Architect Lead Location: Washington DC Rate: Upto $80 per hour The Washington Metropolitan Area Transit Authority (WMATA) is seeking proposals to provide key staff augmentation resources for establishing an operations and maintenance (O&M) team for supporting SOA (Service-Oriented Architecture) platform's backlog of O&M items. The duration of the staff needed is for 1000 hours for a team of 7 to resolve and complete these backlog items. This procurement is for the SOA O&M Technical Team Lead. (Background information/Scope of Services) The SOA O&M team will be responsible for the O&M activities of WMATAs SOA platform to include activities such as System/Application Upgrades: for example, OS upgrades, COTS product upgrades, firmware upgrades, hardware upgrades, software end of life upgrades, security upgrades and firewall upgrades); System Maintenance: for example, 24/7 system maintenance, 24/7 availability, OS patching, application patching, bug fixing, high availability maintenance, quarterly system data center switchover activities, periodic Disaster Recovery (DR) testing, Continuity of Operations (COOP) planning, tabletop exercises, minor application enhancements, system security compliance; System/Application Enhancements: for example, implementation of functional improvements, system integrations, new modules, implementing new applications, and maintaining and enhancing existing applications based on customer requests; Data Management Support: for example, keeping, utilization, processing, reporting, and analysis of data. This includes all aspects of data creation, data cleansing, metadata creation, data integration, data warehousing, Extract, transform and load (ETL), business intelligence (BI), data migration, and data enrichment. The SOA team will primarily be responsible for addressing SOA platform backlog items, such as: Debug Uniform data issue and fix; Asset Photo collector Authentication; Smartrip Calculator update and automation WMATA Genesis Interfaces Project; APRO changes to include all employees; AVM support; Origami support and process failed SMS incidents; Origami support for failed Risk files; MTPD - IA Pro PeopleSoft import issues; GIS WO Service Notification: SOA Asset Query Service Echo issues; SOA database upgrades; Job Description(s) Job Category Duties/Responsibilities Master Contract: WITSS Functional Area: IT Systems & Software Labor Category 1.32: Solution Architect Level 2 Major Duties and Responsibilities: Apply concepts of application architecture and service orientation to assist customer teams responsible for developing HA application requirements in specific functional areas; Coordinate work to prevent overlap and ensure alignment with WMATA Enterprise Architecture Framework, IT strategy, SDLC, strategic drivers, and standards; Prepare as-is and to-be application architecture artifacts including system connect diagrams application reference models, software requirements documents, interface descriptions, data dictionaries, performance monitoring and logging specifications, high availability and scaling designs, DR concepts and designs, and application staging plans; Washington Metropolitan Area Transit Authority Work with data and infrastructure architects and software program managers to ensure integrity, high availability, and scalability of application systems and plan within the context of the overall Enterprise Architecture; and Guide the work of business systems/business case analysts and documentation specialists. Selection Criteria Education Bachelor's degree in computer science, information systems, or a related field Must have minimum experience (ex:5 years) Level 2 (Mid-level): four (4) to seven (7) years of relevant experience. Experience 1.1.1. Minimum Requirements: Bachelors degree in Business, Bachelors degree in Business, Computer Science, Communications, Finance, or in a related discipline, or equivalent experience; Exceptional solution architecture experience and familiarity with architecture patterns and design with emphasis on performance tuning, logging, and monitoring, Micro services and Cloud, high availability/scaling solutioning, and software development skills; Strong analytical, verbal communication, and written communication skills; Experience using MS Visio or other data or application visualization software to document application architecture; Experience using MS Excel to perform basic software requirements documentation; Familiarity with MS Word and MS PowerPoint; Experience coordinating software requirements and working with development teams; Proven ability to plan and deploy custom COTS and middleware application programs and process improvements; Experience managing teams of programmers for the deployment of large, complex web and mobile applications; and Experience performing the application architecture function, from conception to deployment, of a large government multi-agency solution.. 1.1.2. Preferred Qualifications: Experience in the transit industry; Experience integrating legacy applications or data sources across a J2EE, MS.NET, and/or legacy mainframe or mini environment; At least three (3) years of experience implementing architectural patterns and designs for web and mobile applications; Hands-on experience designing and implementing HA and scaling solutions in a complex, multi-application architecture including Cloud; Expertise in integrating complex, HA designs within a complex network environment supporting multiple web and mobile applications; and Experience planning and deploying a business process management solution and/or a workflow engine within a large, enterprise software deployment.
