The candidate for this position must be a certified Project Management Professional (PMP) and possess extensive knowledge and expertise in project and portfolio management methodologies and tools. Required Qualifications Active PMP Certification; Five (5) or more years managing successful, large-scale projects that include multiple diverse teams; Five (5) or more years utilizing project software such as Microsoft Project, Primavera, Jira, etc. to track and maintain projects; Five (5) or more years utilizing Microsoft Suite products (Word, Excel, PowerPoint, etc.); Five (5) or more years developing and maintaining detailed project plans based on work breakdown structures; Five (5) or more years of experience with PMO methodologies and documentation; Five (5) or more years with meeting facilitation and documentation; Five (5) or more years creating and presenting internal and external status reports; Five (5) or more years with Risk and Issue Management; Experience with completing project deliverables within scope, schedule, costs, and quality constraints; Ability to coordinate numerous project teams and effectively conduct the initiative to meet overall objectives; Ability to provide effective communication and collaborative skills; and Experience providing excellent leadership and negotiation skills. Preferred Qualifications: Certification in Agile or Scrum-based Project Management; Information Technology Infrastructure Library (ITIL) Service Management Foundations Certified; Experience managing large projects with a large, distributed user base; Experience managing both waterfall and agile projects; Experience with state government projects; Experience managing and reporting projects in compliance with Rule 60GG-1 F.A.C.; Experience working with technical programming teams; Ability to demonstrate a take-charge, can-do attitude with the initiative to solve complex problems; Strong communication skills to effectively communicate with diverse stakeholders; Skills in negotiation and mediation; Skills in facilitation and team building; Knowledge of IT standards in a criminal justice environment; Experience managing large projects with a large user base; Experience managing vendor projects; Knowledge in other IT areas such as programming, data analytics, etc.; Team player attitude with a high-energy level and diligent work ethic; and Ability to meet or exceed deadlines, thrive in a fast-paced environment, and organize and prioritize activities. Scope of Work/Job Characteristics: The Business Relationship Director will serve as the principal line of communication for the project team. The duties and responsibilities of this position are as follows: Develop and manage resource-loaded and leveled project plans; Maintain project metrics in accordance with established standards; Serve as a liaison with users and stakeholders; Provide hands-on leadership/consulting for complex projects; Provide program and/or project status reports to internal and external stakeholders as well as executive leadership; Develop and manage project spend plans; Maintain all project artifacts in accordance with PMO standards and other documentation as necessary to ensure compliance with Chapter 60GG-1 F.A.C., as applicable; Lead or assist in business requirement gathering sessions for Joint Application Development (JADs); Work closely with project managers, customers, stakeholders, and IT software developers to document business requirements; Coordinate and develop As-Is, To-Be, and other required business analysis documentation; Lead and develop the implementation of business process improvement recommendations; Follow a standard set of practices that ensure the integrity and quality of project artifacts; Manage expectations of diverse stakeholders and provide regular briefings to executives; and Work independently as part of a larger cross-functional team. Location The Business Relationship Director shall be available for on-site meetings, as requested. The work shall be conducted onsite with the Department's OIT in the Carlton Building at 501 South Calhoun Street, Tallahassee, Florida, or remotely from a location in the United States. Education Requirements Bachelor's degree from an accredited college/university in Computer Science, Information Systems, or other related field, or four (4) years of equivalent work experience.
