 Location: Hybrid in

Manhattan, NY

Critical Key Requirements

ability to provide IT program management services within capitally funded construction projects that contain technology for a major metropolitan transportation system within the last 3 years as outlined in this SOW

ability to plan, execute, and manage multiple, complex construction projects, that have embedded technology, simultaneously

3+ years' experience providing program management services for major metropolitan government agency or transportation agency

3+ years' experience providing technology management services, inside of major construction projects, for major metropolitan government agency or transportation agency

3+ years' experience providing technology architecture services, inside of major construction projects, for major metropolitan government agency or transportation agency

15+ years' experience providing high-level program management services for organizations with large-scale infrastructure (more than 900 apps, 30K users, employees)

5+ years' experience successfully planning and implementing large, complex, cross-discipline technology programs.

1+ years' experience successfully planning and implementing

large, complex, cross-discipline automated train supervision (ATS) systems.

1+ years' experience successfully planning and implementing

large, complex, cross-discipline communication based train control (CBTC) systems.

1+ years' experience successfully planning and implementing

large, complex, cross-discipline rail control centers and related systems.

Education and Experience:

A bachelor's degree in computer science, business, information services, or related field (or

the equivalent of education and progressive responsible experience) plus a minimum eight (8)

years of information technology experience.

Minimum four (4) years management experience of four (4) or more professional staff on a

cross-functional team and/or administrative management.

Certifications in project management and/or agile development preferred (e.g., PMP

Certificate from credible organization such as Project Management Institute or Certified

SCRUM Master)

Resources proposed for this engagement must possess the following skills and abilities:

Proven knowledge of IT project management processes and methodologies.

Hands-on experience as a project delivery lead in key technology projects in the areas of

hardware, software, messaging, networks, servers, data center operations, security, etc.

Experience in managing IT organizational change as it relates to people, processes, and

technology.

Knowledge of legal and regulatory requirements pertaining to programs and projects

supervised.

Demonstrated ability to manage, mentor, and coach an administrative staff of ten or more

consisting of both technical and analytical staff.

Demonstrated ability to manage matrix team members for IT systems project delivery,

including teams from Applications, Security, Network, Telecommunications, Server,

Database, Budgets, Procurement, and Release & Change Management.

Exceptional presentation, facilitation, and written communications skills.

Advanced organizational skill, with the ability to create redesign and/or integrate complex

organizational systems.

Exceptional experience navigating through the politics of a large multi-tiered, multi-agency

public sector organization.

Ability to fit in with the constant shifting needs and demands of the business departments.

Proven team leader with effective and excellent communication and leadership skills in

building teams.

Proven decision-making, critical thinking, analytical, and problem-solving skills.

Must be creative, innovative, and an adaptable professional.

Must be public relations oriented with excellent people-management skills, with the ability to

select, motivate, and develop personnel.

High level of professional integrity and work ethic with a dedication to providing highquality

service.
