ITSD develops health care IT applications to raise the level of health care for patient-inmates to constitutional mandated standards. The Application Innovation Services (AIS) Section of ITSD is responsible for the development, enhancement, and maintenance of the portfolio of business applications that enable the CCHCS program areas and institutional health care operations to deliver health care services to inmate-patients. CCHCS must maintain an efficient and safe health care delivery system that matches community standards and adequately supports the needs of the project sites already deployed and planned future sites. To reach this goal, CCHCS requires skilled IT consultant resources specializing in database design, development, and maintenance of these business applications. An Oracle Service Oriented Architecture (SOA) Administrator shall provide SOA support for EHRS (Electronic Health Records System), ASAM (American Society of Addiction Medication), and TPA (Third Party Administrators) Oracle messaging environments. This will include the design and development of any new Oracle Messaging environment requests, maintenance, and operations on all Enterprise SOA systems. Responsibilities Under the direction of the AIS Application Services manager or delegate, the Consultant shall be responsible for the development, management, and maintenance of all CCHCS Oracle Fusion Middleware Suite SOA messaging environments (DEV, QA, STAGE, PROD). Based on the suggested design and action plan, the Consultant will perform the following tasks and provide documentation: Assist in the development, management, and organization of all current and future SOA messaging and interface systems. Assist in other Oracle SOA and interface related duties as directed by CCHCS management. Troubleshoot Oracle SOA server and messaging service outages as they occur, including after-hours and weekends. Install and configure new Oracle Servers and SOA messaging environments as requested or received using Oracle Best Practices document. Deploy SOA system, messaging or interface changes as requested following CCHCS Change Management procedures. Analyze and implement the most current Oracle Fusion Middleware Suite patches. Communicate with internal teams on operational support issues by attending meetings, providing input and recommendations, analysis, and findings. Mandatory Qualifications This classification must have a minimum of 7 years of experience in electronic data processing systems study, design, and programming. At least four years of that experience must have been in a lead capacity. (Not necessarily a lead, but leading efforts, we can discuss this) MUST have a minimum of five years of experience in Information Technology, and at least three years of that experience must be in the following: Experience administrating Oracle Fusion Middleware Suite (FMW) v11+ in Production environments. Experience working with Golden Gate Adaptors. Experience in creating requirements documents, systems architecture and interfaces, configuration management documents, and procedural manuals. Experience with Oracle database administration/development. Experience with Oracle Enterprise Manager Desirable Qualifications Additional years with mandatory qualifications. Have a valid Oracle Certified Professional (OCP) Certification. Experience in supporting enterprise solutions within a health care and/or correctional environment.
