Role: PeopleSoft Business Analyst Functional Lead Location: Must work onsite- : 100% Onsite 110 State Street, Albany NY Duration of Assignment: 24 Months Weekly Work Schedule: 40 hours per week during the hours of 7 a.m. and 5 p.m. Occasional extended hours may be necessary by mutual agreement; e.g. Working weekends, past normal business hours. Mandatory Qualifications: Seven or more years of business analysis experience using PeopleSoft including in each of all the following knowledge areas (as defined by the International Institute of Business Analysis A Guide to the Business Analysis Body of Knowledge {BABOK Guide}): business analysis planning and monitoring elicitation and collaboration requirements life cycle management strategy analysis requirements analysis and design definition solution evaluation Seven or more years of experience in reading and creating SQLs. Seven or more years of experience utilizing an understanding of PeopleSoft architecture and table structures. Four or more years of experience supporting the development of other functional staff. Four or more years of experience managing functional resources in a PeopleSoft environment. Two or more years of experience providing knowledge transfer on new technologies and/or the developed application to other business analysts. Experience performing business analysis in multiple PeopleSoft modules within the HCM database, familiarity with CRM, FSM and IH database functionality. Demonstrated deep understanding of the interrelationships between modules/configuration supporting complex benefit administration components within HCM such as benefit plans, employee account maintenance, service crediting, service credit purchase account maintenance, final average earnings and benefit calculation functions. Experience developing solutions emphasizing use of delivered functionality either to remove existing customizations or to provide solutions to business needs. Experience serving as a functional lead in projects using PeopleSoft in some or all of the phases of business analysis including: planning and scoping, analysis and requirements elicitation, solution development, testing, implementation, release management and post production support. Experience serving as a functional lead in a PeopleSoft project in a government setting, developing standards and serving as a subject matter expert in HCM solutions including their underlying COBOL applications. Four or more years of experience developing functional solutions in areas where the business problem is complex, impacts multiple stakeholders, or has significant constraints. Four or more years of experience developing collaborative solutions and troubleshooting issues with Application Development and DBA teams to optimize performance. Seven or more years of experience understanding PeopleSoft architecture and table structures; leveraging Oracle SQL to support test planning and debugging. Description of Engagement: NYSLRS has implemented a pension benefit administration solution for internal staff use, as well as for external customer self-service applications leveraging multiple databases in Oracles PeopleSoft solution set (i.e. IH, CRM, HCM, FMS). NYSLRS is seeking the services of a PeopleSoft Specialist to serve as a Lead Business Functional Analyst and subject matter expert in support of its complex and highly custom HCM capabilities. The typical HCM functional areas of responsibility for this engagement include support of: Periodic Processing Benefit Plans Employee Account Functions Service Credit Functions Service Credit Purchase Account Functions Final Average Earnings Functions Benefit Calculation Functions For each of these areas, the resource would be responsible for providing subject matter expertise, strategy analysis and guidance to a team of BSAs, Application Developers and DBAs in support of researching and designing solutions, providing advice, and supporting downstream questions, troubleshooting issues, and debugging anomalies.
