Facilitate functional and non-functional requirements gathering sessions, 2. Review existing processes, make recommendations, and 3. Aid the DBH with determining areas of process improvement. Project requirements include, but are not limited to the following: 1. Functional requirements: Application Intake Provider Billing / Claims Reporting Needs Program Transfers Patient Discharge and Follow-up Patient Outcomes Prevention and Intervention Services Grant Management and Reporting Needs 2. Technical requirements: Identify and document the different systems currently used by the DBH. Document the interactions between the different systems utilized by the DBH to carry out their day-to-day activities. Include details of the information exchange for each dependent system. o Number of files and formats supporting an exchange. o Whether the interface is unidirectional or bidirectional. Security and compliance requirements based on federal and state rules, regulations, and laws. Ease of use includes, but is not limited to, the following: o General items that improve the user experience for both the agencies that interact with the systems and DBH program staff (workflows, task routing and management, Citizen Portal requirements), as examples. 3. Other documentation needs: Explanation of As-Is environment that maps current functional capabilities to existing legacy systems. Development of the RFP to be shared with the marketplace. Report the conclusion of the effort with DSS/DBH leadership to share information and key findings along with any identified recommendations. Minimum qualifications for the vendor include: 1. StrongworkingknowledgeofstateadministeredBehavioralHealthprograms. 2. Three to five years of experience developing vendor information system implementation proposals and information requests, including previous experience in preparing these documents for Behavioral Health entities. 3. Strong understanding of both functional and non-functional requirements for state administered Behavioral Health programs. 4. Strong background in facilitating requirements gathering sessions. 5. Strong background in SIPOC, LEAN, Six Sigma or other process improvement methodologies. The vendor may propose one or more qualified individual(s). 2. Project Location: The successful vendor may be onsite or remote. 3. Work Order Duration: The duration of this work order is expected to last 6 to 12 months commencing on or about March 1, 2024.
