This person will own the performance aspect of the apps that they are building

Expert in Performance Engineering every aspect

Performance testing strategy, create and drive the outcome of that

Defining performance SLA & KPI metrics

Tools:

JMeter
LoadRunner / NeoLoad
Proficiency tuning applications with Java is very beneficial

Nice to haves:
Any development experience, may need to write scripts/code (Groovy, Python, etc.)
